This notice seeks qualified small businesses to replace surfacing and improve erosion protection along 5 miles of the Catwalk Access Road within the Gila National Forest in Catron County, New Mexico. The New Mexico Department of Transportation, in coordination with the Federal Highway Administration, will award a contract to reconstruct the roadway involving embankment, riprap, gabion, paving, culvert and asphalt activities. Interested parties must demonstrate intention and ability to bid as a prime contractor by March 30th, with experience on road construction projects over $5 million in natural areas.
There is no set-aside designated for this opportunity estimated between $5-10 million. Interested parties must be HUBZone, women-owned, 8(a), or service-disabled veteran-owned small businesses. Anticipated work includes 6,000 cubic yards of embankment, 2,300 cubic yards of riprap, 700 cubic yards of gabions, 15,000 tons of aggregate, 8,000 tons of asphalt and 700 linear feet of culvert pipe. The contract will be awarded in June 2023 under NAICS 237310 for the highway, street and bridge construction PSC C. Construction will occur between June 2023 and October 2024, funded through the Federal Lands Access Program.

THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Josephine Helms) for receipt by close of business (2 p.m. local Denver time) on March 30, 2023:
(1)A positive statement of your intention to submit a bid for this solicitation as a PrimeContractor;
(2)A copy of the letter from SBA stating date of HUBZone small business certificationor acceptance to the 8(a) small business program. In the case of a Service-DisabledVeteran Owned Small Business Concern, you must provide proof of eligibility (DD form214 or a letter of adjudication from the Veterans Administration). This information mustbe provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR SAMPROFILE;
(3)Letter from bonding agent stating your firm’s capability to bond for a single project of$10 million, and your firm’s aggregate bonding capacity; and
(4)Provide a list of road construction projects of equal or greater value in which youperformed (as the prime contractor) work in a natural resource sensitive area. Statewhether your firm was the prime contract or subcontractor on the project. DO NOTSEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVEWORK.

A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs.

PROJECT DESCRIPTION:
The NM FLAP 159(1) project is located in Catron County, NM within the Gila National Forest. This project will replace the surfacing and improve erosion protection along 5.0 miles of roadway.
SCOPE OF THE WORK:
The major work elements include embankment construction, riprap placement, gabion construction, concrete paving, reconstruction of low water crossings, aggregate placement, culvert construction, and asphalt placement.
