About this opportunity
Defense Logistics Agency Land and Maritime is soliciting quotations for 6,000 gallons of liquid nitrogen, Type-II Grade-A Class-1, mercury-free oil-free product meeting specification A-A-59503 Revision E, with quotes due May 4, 2026 at 12:00 PM HST. This is a single-source procurement with Airgas Honolulu based on unusual and compelling urgency—the inability to obtain liquid nitrogen would prevent support of multiple naval vessel classes prior to deployment.
Place of performance is the United States; delivery is to DTO Sub Base Building-1320 at Pearl Harbor Naval Shipyard (DoDAAC N32253) by June 1, 2026, FOB Destination. The liquid nitrogen supports Combat Naval Operations, Fast Missile Boats, Fast Multi-Role ships, Salvage ships, and medical systems across vessel classes PS1 and P302, specifically for oxygen, diving, and very low sulfur systems requiring a minimum of 4,500 psi on every boat. This is a continuous requirement with no specified end date.
Airgas, Inc. is the sole authorized manufacturer listed on the Approved Vendor List for this Local Service Network and is the only local source with capacity to provide the required quantity and purity on short notice with on-site quality testing validation. The vendor must provide batch/lot analysis certification, tank inspection reports per 49 CFR 171, and maintain approximately 70 PSI tank pressure during filling. Delivery vehicles must disable or enclose cameras per base security regulations. Pricing is firm fixed price. Evaluation uses Lowest Price Technically Acceptable methodology with technical capability as the primary factor followed by price and delivery, determined via PPIRS vendor responsibility per FAR 9.104. Quoters must be registered in SAM.gov and complete representations and certifications including covered telecommunications equipment compliance and FASCSA orders compliance. The NAICS code is 211130, Natural Gas Extraction; PSC is 6830, Gases: Compressed and Liquefied.
