About this file

This is a Memorandum to the File documenting a single-source procurement justification for a continuous requirement of liquid nitrogen in support of naval operations.

The acquisition is with Airgas Honolulu, located at 2305 Kamehameha Highway, Honolulu, Hawaii 96819, with point of contact Patrick Punzal at (808) 368-9071. The requirement is for liquid nitrogen supporting Combat Naval Operations (CNO), Fast Missile Boats (FMB), Fast Multi-Role ships (FMR), Salvage ships (SY), and medical systems across multiple vessel classes (PS1, P302), specifically for oxygen (O2), diving (DI), and very low sulfur (VLS) systems requiring a minimum of 4500 psi on every boat. This is a continuous requirement with no specified end date. The estimated cost is redacted in the document.

The justification for single-source selection is based on three factors: (1) Airgas Honolulu is the only local source with the capacity to provide the required quantity and purity of liquid nitrogen on short notice, and can validate product purity through on-site quality testing; (2) the supplier is listed as the sole authorized vendor on the Approved Vendor List (AUL) for this Local Service Network (LSN); and (3) the requirement is characterized as an unusual and compelling urgency, as the inability to obtain liquid nitrogen would prevent support of multiple vessel classes prior to deployment. The contracting officer Angela Morelli approved the justification on 05/01/2026, with technical certification by the Nitrogen Shop Supervisor dated 4/21/2026.
