About this opportunity

The National Institute of Standards and Technology seeks monthly inspection, maintenance, repair, and replacement of exterior lighting systems at the NIST Boulder Campus and, as authorized, the Fort Collins Radio Station, with proposals due July 24 and questions due July 9. The procurement is a Total Small Business set-aside, specifically a women-owned small business contract.

Place of performance is Boulder, Colorado, with subordinate performance at the Fort Collins Radio Station as authorized. The scope encompasses all exterior lighting fixtures identified on the Site Exterior Lighting Map, including pole-mounted luminaires (120V and 277V), solar-powered lighting, walkway lighting, and bollards, as well as any additional exterior lighting discovered during performance. Monthly audits shall include inspection of 100 percent of fixtures during hours of darkness, documentation of deficiencies, and submission of reports identifying recommended corrective actions and cost estimates within five business days of completion. Repair and replacement services require written Contracting Officer authorization prior to work commencement. All replacement lighting fixtures must meet specified standards using Cree Lighting Edge Series or RAB Lighting ALED products. A valid Journeyman's Electrician License is required.

The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The PSC is Z1JZ, Maintenance of Miscellaneous Buildings.

The contract is Firm-Fixed-Price with a base performance period of October 1, 2026 through September 30, 2027, plus four optional one-year extension periods. Monthly audit CLINs are not-to-exceed: $33,000 base year, $36,300 option year one, $38,115 option year two, $36,300 option year three, and $41,926.50 option year four. Repair and replacement services are compensated on a labor-hour basis plus materials based on federal wage determinations for Boulder and Larimer counties.

The contractor must comply with OSHA standards (29 CFR 1910 and 1926), EPA requirements, Colorado Department of Public Health and Environment regulations, and NIST facility requirements. A comprehensive written safety plan addressing fall protection, electrical work, hazardous substances, and site-specific permits (including Impairment, Hot Work, Roof, Excavation, Penetration, Storm Water Protection, and Energized Electric Work permits) must be submitted and approved before mobilization. A three-strikes safety violation policy results in employee removal from site and badge revocation. All contractor and subcontractor personnel require Personal Identity Verification badges and must submit identification information including name, country of citizenship, and green card status 10 days prior to work. Work shall be performed Monday through Friday between 7:00 AM and 5:00 PM, with after-hours work requiring 10 working days advance notice and COR approval. The Contracting Officer's Representative is Todd Raymond; ACORs are Danielle Swarts and Eric Rapsom. A site visit was held July 7 at 1:30 PM at Building 1 Entrance.
