About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia intends to procure repair services for rotary rudder blades (Part Number 70101-31000-046, NSN 7R 1615 011589678) through a sole source solicitation. The Government anticipates awarding this contract to Sikorsky as the only responsible source capable of meeting agency requirements, citing the unavailability of technical drawings and data necessary to engage additional suppliers. While this is designated as a sole source procurement under 10 U.S.C. 3204(a)(1) and FAR 6.302, the Government will consider capability statements, proposals, or quotations from all responsible sources submitted within 35 days of this synopsis (due by December 23, 2025). The procurement will be conducted under FAR Part 15 procedures, and award is anticipated under the existing Basic Ordering Agreement (BOA) N0038322GY601. All proposals must be submitted electronically through NECO, and the Government will use standard FAR Part 15 evaluation methodologies to assess offeror capability and suitability.

This procurement is not designated as a total small business set-aside, and firms not already approved to manufacture this material must submit a Source Approval Request (SAR), though approval will not delay contract award. Sikorsky is identified as the anticipated sole source contractor for these repair services. The requirement involves the repair of two rotary rudder blade units, with the contract falling under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1615 (Helicopter Rotor Blades, Drive Mechanisms and Components). No specific contract value or budget range is provided in the pre-solicitation notice. The Government's market research has determined that commercial item acquisition procedures under FAR Part 12 are not applicable to this specialized repair requirement.
