About this opportunity
The Department of Health and Human Services, on behalf of the National Institutes of Health, Office of the Director, intends to award a firm-fixed-price sole-source contract to Vitrium Systems Inc. for Vitrium Security Enterprise software licenses, installation, implementation, maintenance, and technical support, with a Notice of Intent posted August 12 and no solicitation to follow.
Place of performance is Bethesda, Maryland. The contract structure comprises one 12-month base period and two 12-month option periods. The base period includes one Vitrium Enterprise Installed License with annual support and maintenance covering unlimited authorized users and content storage, digital rights management controls, application programming interfaces, user activity logs, analytics and reporting, and installation and implementation support for one production license and one backup license. Option periods one and two replicate base period licensing and support terms. The NAICS code is 541519, Other Computer Related Services.
NIH conducted market research and proof-of-concept evaluation of available solutions. Vitrium met the Government's digital rights management requirements—specifically single sign-on, real-time analytics, auditing, Java application programming interface integration, and operation within an enterprise, load-balanced, high-availability environment—while other evaluated products did not meet all required capabilities. The solution requires no additional applications or plug-ins. Use of an alternative would require substantial duplication of effort. The contract is procured under Simplified Acquisition Procedures as a commercial item. Award will be made on a best-value basis. Contractor must provide licensing and contact information to eRAOpsProcure@mail.nih.gov upon award and route invoices to invoices6@mail.nih.gov. Contract Officers are Keith Tittermary (301-402-7104) and Vitali Brovkine (301-827-9257). The government reserves the right to request additional products and services during performance at pricing aligned to the original discount structure and subject to written Contracting Office acceptance.

Justification for Sole Source
Vitrium Security Enterprise is required to meet NIH’s digital rights management requirements. The solution supports access without requiring additional applications or plug-ins and provides single sign-on, real-time analytics, auditing, Java application programming interface integration, and operation within an enterprise, load-balanced, high-availability environment.
NIH conducted market research and a proof-of-concept evaluation of available solutions. The evaluation determined that Vitrium met the Government’s requirements, while the other products evaluated did not meet all required capabilities. Use of another solution would require substantial duplication of time and technical effort and could result in reduced operational efficiency and increased enterprise security risk.

This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures.
Pursuant to FAR 13.106-1(b)(1), the Contracting Officer may solicit from a single source when only one source is reasonably available.
Submission of Capability Statements
Interested parties capable of meeting the Government’s requirements may submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete the proposed acquisition is solely within the discretion of the Government.
