About this opportunity
The National Institutes of Health seeks 8(a)-certified small businesses to provide Medical Support Assistant staffing for the NIH Clinical Center in Bethesda, Maryland, with proposals due May 28, 2026. The procurement is a competitive 8(a) set-aside, and one to two awards are anticipated with performance beginning June 1, 2026.
This is a labor-hours IDIQ with a one-year base period (June 1, 2026–May 31, 2027) plus two one-year option periods, for a total anticipated ceiling of $25 million over five years. Work is performed onsite at NIH Clinical Center Building 10 in Bethesda. The contract requires staffing for two independently evaluated task areas: Task 1 covers Nursing Department Medical Support Assistants, and Task 2 covers Patient Support Services Division Medical Support Assistants, with total anticipated labor of 236,428 hours across all periods.
All contractor personnel must have a minimum of one year of healthcare experience working directly with patients and basic medical terminology knowledge. Personnel are classified as emergency essential and required to report during inclement weather, government closures, and holidays. All onsite staff must obtain NACI security clearance, pass criminal background checks for Maryland, Virginia, and Washington D.C., complete mandatory vaccinations (rubeola, hepatitis B, varicella, influenza, tuberculosis screening), undergo medical clearance and drug screening, and comply with Privacy Act and infectious disease control regulations. Each task requires one full-time onsite program manager working Monday–Friday, 7:30 a.m.–4:00 p.m. The on-site supervisor must maintain coverage for both planned and unplanned leave.
Pricing follows the Service Contract Act under Wage Determination 2015-4269 with fully burdened rates including General Clerk III base wage, health and welfare stipends, and structured shift differentials (evenings and nights $3.50/hr, weekends $5.00/hr, federal holidays 1.5× base hourly rate, with a $12.00/hr stacking cap). Medical exams, vaccinations, and contractor security costs are built into fully burdened rates.
Evaluation weighs management plan and corporate resources (50 points), related experience (30 points), key personnel (10 points), and past performance (10 points). The incumbent contractors are BGE Consulting and American Staffing.
