About this opportunity

The National Institute of Environmental Health Sciences (NIEHS), a component of the Department of Health and Human Services, intends to negotiate a sole-source procurement with 10X Genomics, Inc. for a specialized Chromium X and CytAssist system used in single cell sequencing and spatial transcriptomics research. The procurement is specifically targeting the acquisition of advanced genomic equipment capable of performing single cell gene expression experiments on patient blood and bone marrow samples. NIEHS will utilize FAR Part 13 Simplified Acquisition Procedures to execute this contract, with a focus on 10X Genomics as the only responsible source due to the highly specialized nature of their instrument. Potential alternative vendors may submit a capability statement to Carlton Taylor by March 31, 2024 at 12:00 PM EST, though the government retains complete discretion over the procurement process. The solicitation suggests that using an alternative instrument would require extensive and costly revalidation of existing testing procedures.

The contract opportunity is not set aside for any specific business category and will be performed at the NIEHS location in Research Triangle Park, NC. The period of performance is scheduled from March 31, 2025 to March 30, 2026, spanning approximately one year. 10X Genomics' manufacturing operations are regulated by Current Good Manufacturing Practices (cGMPs) as mandated by the Food and Drug Administration, which adds credibility to their selection. The procurement includes multiple gene expression chip kits, sample preparation kits, and an associated service agreement. While specific award values are not explicitly stated, the contract falls under the Simplified Acquisition Threshold and involves highly specialized analytical laboratory instrumentation classified under NAICS category 334516 (Analytical Laboratory Instrument Manufacturing) and PSC category 6640 (Laboratory Equipment and Supplies).

Notice text

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.

The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with 10X Genomics, INC., 6230 Stoneridge Mall Road, Pleasanton, CA, 94588-3260; UEI# D1NLDEZ14TV5;  pursuant to FAR 13.106-1(b)(1)- Only One Responsible Source.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

10X Genomics is the original equipment manufacturer. 10X Genomics Chromium instrument is used to perform single cell gene expression experiment by analyzing mRNA level in single cells derived from patient blood and bone marrow samples. The Chromium allows study of gene expression at the single cell level. 10X Genomics manufacturing operations are regulated by the Current Good Manufacturing Practices (cGMPs) as mandated by the Food and Drug Administration. This equipment is used to grow primary cellular material as part of the manufacturing process. The device is highly specialized. Genomics Chromium Instrument determine gene expression on single cells isolated from patient blood and bone marrow specimens and is recommended and validated for Department of Laboratory Medicine quality-controlled processes. To use another, make or model will result in an extensive revalidation of testing procedures which would attract cost for the government.
