About this file

This synopsis is a notice of intent from the National Institute of Environmental Health Sciences (NIEHS) to pursue a sole-source acquisition from 10X Genomics, Inc. for single cell sequencing and spatial transcriptomics equipment. The procurement involves purchasing a Chromium X and CytAssist system with associated service agreement, including multiple gene expression chip kits, sample preparation kits, and assurance plans, with a period of performance from March 31, 2025 to March 30, 2026.

The synopsis indicates NIEHS will negotiate under FAR Part 13 Simplified Acquisition Procedures, specifically targeting 10X Genomics as the only responsible source due to the specialized nature of their Chromium instrument. The equipment is used for performing single cell gene expression experiments on patient blood and bone marrow samples, with manufacturing operations regulated by Current Good Manufacturing Practices. Potential vendors capable of meeting NIEHS requirements may submit a capability statement via email to Carlton Taylor by March 31, 2024 at 12:00 PM EST, though the government retains sole discretion on whether to conduct a competitive procurement.

Description

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.

The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with 10X Genomics, INC., 6230 Stoneridge Mall Road, Pleasanton, CA, 94588-3260; UEI# D1NLDEZ14TV5; pursuant to FAR 13.106-1(b)(1)- Only One Responsible Source.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

10X Genomics is the original equipment manufacturer. 10X Genomics Chromium instrument is used to perform single cell gene expression experiment by analyzing mRNA level in single cells derived from patient blood and bone marrow samples. The Chromium allows study of gene expression at the single cell level. 10X Genomics manufacturing operations are regulated by the Current Good Manufacturing Practices (cGMPs) as mandated by the Food and Drug Administration. This equipment is used to grow primary cellular material as part of the manufacturing process. The device is highly specialized.

Genomics Chromium Instrument determine gene expression on single cells isolated from patient blood and bone marrow specimens and is recommended and validated for Department of Laboratory Medicine quality-controlled processes. To use another, make or model will result in an extensive revalidation of testing procedures which would attract cost for the government.
