About this opportunity
The Department of the Interior National Park Service Midwest Region seeks construction of interpretive waysides and pedestrian walk improvements at Nicodemus National Historic Site in Bogue, Kansas, with quotes due September 10, 2026. The procurement is a 100% Total Small Business set-aside, foreclosing competition outside that pool.
Place of performance is 304 Washington Avenue, Bogue, Kansas 67625. Work includes construction of three concrete pedestrian waysides (approximately 375 square feet), relocation of six existing wayside panels from temporary wooden platforms, and removal and reconstruction of approximately 360 square feet of pedestrian concrete sidewalk across three sites: the First Baptist Church, St. Francis Hotel, and Township Hall. The contract is firm fixed price with a project magnitude between $20,000 and $40,000, NAICS 237310. Period of performance is 120 calendar days from Notice to Proceed. Quotes between $35,000 and $150,000 require either a Performance Bond or Irrevocable Letter of Credit equal to 100 percent of contract price, due within ten days after award.
Technical requirements include 4000 psi concrete compressive strength, compliance with Architectural Barriers Act Accessibility Standards, coordination with an owner-provided archeologist for ground disturbance oversight, Turf Type Tall Fescue Drought Tolerant Mix for seeding (no substitutes), and conventional tilling and seeding methods due to low slope conditions and dense soil compaction. A site visit is highly encouraged; two firms attended the September 1 site visit. All questions must be submitted in writing to james_bissaillon@ios.doi.gov no later than one day after the scheduled site visit. Prevailing wage rates per Davis-Bacon determination KS20260044 apply. Evaluation criteria are technical capability, past performance, and price under simplified acquisition procedures, with quotes evaluated in groups of three starting with lowest-priced offers.
