NICO Interpretive Waysides and Walk Improvements Amendment 0002 - Questions and Answers
1. Concrete & Subgrade:
- Is a base rock layer required under the concrete?
No subgrade is specified. Will provide an answer in a forthcoming solicitation amendment.
- Is the subgrade subject to soil testing, regardless of whether it is rock or dirt?
No testing of the subgrade is specified. Will provide an answer in a forthcoming solicitation amendment.
- Can 1–2 inches of sand be used under the concrete as a leveling course?
No subgrade is specified Will provide an answer in a forthcoming solicitation amendment.
- Will test samples of the concrete be taken for every pour?
No. But the concrete must be the required mix specified.
2. Grass Seeding:
- The specifications call for a fescue blend, but the native grass is buffalo grass. I recommend applying a buffalo grass blend with a 30% rye grass mix instead.
No. Because reseeding the native buffalo grass in the area isn’t a high priority. Also, we are worried that the slow seeding buffalo grass won’t establish in time for fast seeding rye grass to take over.
- Can we hydro-seed the super small areas rather than using conventional tilling?
No, conventional tilling and seeding is required because of low slope, lack of heavy rainfall, and the soil compaction in these areas is very dense and needs loosened in those areas for better growth potential.
- Given the project timeline, completion will likely occur close to winter. Buffalo grass is a warm-season grass that needs to be planted in the spring or summer when ground temperatures are above 65 degrees. How will this seasonal timing issue be addressed?
The specifications call for a Turf Type Tall Fescue Drought Tolerant Mix. Which can be planted close to winter.
3. Base Material Under Concrete: Is a crushed rock/aggregate base required beneath the new concrete? If so, please confirm the required material type and depth.
No subgrade is specified. Will provide an answer in a forthcoming solicitation amendment.
4. Subgrade Testing: Will the subgrade beneath the concrete be subject to soil, compaction, or other testing prior to concrete placement, regardless of whether the existing material encountered is soil or rock?
No testing of the subgrade is specified. Will provide an answer in a forthcoming solicitation amendment.
5. Sand Leveling Course: Would it be acceptable to use approximately 1–2 inches of sand as a leveling course beneath the concrete where needed?
No subgrade is specified. Will provide an answer in a forthcoming solicitation amendment.
6. Concrete Testing: Will concrete test cylinders/samples be required for each concrete pour? If so, please clarify the required testing frequency and whether testing will be contractor-provided or Government-provided.
No. But the concrete must be the required mix specified. Testing shall be contractor-provided.
7. Grass Seed Mix: The specifications call for a Turf Type Tall Fescue Drought Tolerant Mix.
Our partner observed that the existing/native grass at the project site appears to be buffalo grass. Would a buffalo grass mix with approximately 30% rye grass be considered acceptable as an alternative?
No. Because reseeding the native buffalo grass in the area isn’t a high priority. Also, we are worried that the slow seeding buffalo grass won’t establish in time for fast seeding rye grass to take over.
8. Hydroseeding: Given the relatively small disturbed areas, would hydroseeding be acceptable in lieu of the conventional tilling and seeding method described in the specifications?
No, conventional tilling and seeding is required because of low slope, lack of heavy rainfall, and the soil compaction in these areas is very dense and needs loosened for better growth potential.
9. Seasonal Seeding Requirements: There is also a concern regarding the timing of grass establishment. Depending on award and construction completion dates, restoration could occur late in the season when ground temperatures may not be suitable for successful establishment, particularly for warm-season buffalo grass. Please advise how the
Government would like the contractor to address seeding/restoration if seasonal conditions are unsuitable at the time the construction work is completed.
If seeding can not be done this year due to ground temperature or other weather issues, a no-cost contract modification would be executed to extend the period of performance until the spring, or sooner if soil conditions allow.
