About this opportunity

The Defense Health Agency is seeking a contractor to provide continuous 24-hour neonatology coverage at Naval Hospital Guam, with a requirement for at least one Neonatologist providing 48 hours of primary weekly support and optional Neonatal Nurse Practitioners (NNPs) for up to 120 hours of backup support. The solicitation (RFP HT941025R0003) requires providers to be on-site during normal workdays and maintain on-call availability, with a mandatory one-hour response time to the facility. The contract will be awarded using a best-value tradeoff approach, with technical capability and past performance weighted more heavily than price. Key deadlines include a virtual pre-proposal conference registration by January 9, 2025, questions due by January 7, 2025, and proposal submissions due by January 28, 2025 at 12:00 PM PST. Proposers must submit a two-page technical narrative addressing recruitment and retention, signed Letters of Intent, and meet specific credentialing requirements.

This is a new requirement with no incumbent contractor, classified under NAICS code 622110 for General Medical and Surgical Hospitals. The contract covers a base period from January 20, 2025, to January 19, 2026, with four potential one-year option periods extending through January 19, 2030. The place of performance is Agana Heights, Guam, with an expected workload of approximately 30 deliveries per month. Providers must be board-certified or board-eligible and capable of treating up to three patients in the Neonatal Stabilization Unit, using specialized equipment like HFJV and Drager Babylog ventilators. While there is no specific set-aside designation, contractors must validate their NAICS code in the System for Award Management (SAM) and submit a subcontracting plan for contracts over $750,000. Malpractice insurance and specific certifications like NRP and PALS are required, with performance metrics including maintaining a 100% coverage rate and limiting substantiated complaints to no more than two per quarter.
