About this opportunity
The Department of the Interior Fish and Wildlife Service seeks HVAC system replacement at Great Bay National Wildlife Refuge in Newington, New Hampshire, with quotes due August 26, 2026. This is a Total Small Business set-aside awarded as a firm-fixed price commercial purchase order.
Performance runs August 31 through November 30, 2026. Place of performance is FWS Great Bay NWR, 3 Arboretum Drive, Newington, NH 03801, with administrative oversight through Parker River National Wildlife Refuge in Massachusetts. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is Z2FA.
The scope requires removal and replacement of one propane furnace and one 3.5-ton outdoor condensing unit at a 2,057-square-foot refuge office building (a 32-by-66 double-wide trailer), including removal of existing ductwork and installation of new sheet metal ductwork. The new HVAC system must be Energy Star compliant with a minimum SEER of 15, utilize current-code-compliant refrigerant, and include Operations and Maintenance manuals and staff training. A one-year installation warranty and minimum five-year manufacturer compressor warranty are required. An alternate pricing option for a heat pump mini-split system is available.
The contractor must be a licensed mechanical contractor in New Hampshire operating within 60 miles of the project site and must employ licensed and certified workers. All work must comply with the International Mechanical Code, local building codes, and standards from ASME, ASTM, NEC, AHRI, ASHRAE, NFPA, and SMACNA. A mandatory site visit is scheduled for August 19, 2026, between 10:00 a.m. and 1:30 p.m.
Evaluation emphasizes technical experience and demonstrated HVAC expertise within the requirement's size and location, technical approach, management plan with identified key personnel, and past performance. Technical capabilities and past performance combined outweigh price. Offerors must provide three past performance references with at least two valid references each. Questions are due within 48 hours of posting (by August 14). Payment is through the Invoice Processing Platform; the contract includes a six-month service extension option at the Contracting Officer's discretion. Service Contract Act wage determination 2015-4043 (Revision 35, effective June 25, 2026) applies to Rockingham County, New Hampshire.
