About this opportunity
The Bureau of Reclamation intends to solicit sealed bids on or about August 12, 2026, for construction of potable water delivery turnout buildings and associated infrastructure across seven sites in northwest New Mexico on the Navajo-Gallup Water Supply Project, with estimated project value between $18 million and $23 million and no set-aside applied.
Work spans Sanostee, Newcomb, Naschitti, BBN9, Coyote Canyon, Rock Springs, and Window Rock between Gallup and Shiprock. Scope includes precast concrete buildings with foundations at each location, buried steel piping and valves connecting to existing lateral and distribution lines, fiberoptic cable infrastructure, interior mechanical and electrical systems, SCADA control integration with the existing San Juan Lateral system, cathodic protection systems, security and surveillance systems, access roads at Coyote Canyon and Window Rock, steel fencing, drainage, and line flushing and disinfection. The Navajo Tribal Utility Authority will provide transformers with ownership transfer at meter sockets.
Performance runs from December 16, 2026, through April 16, 2029, with interim milestones for San Juan Lateral completion by January 1, 2028 (maximum 28-day outage), and BBN9, Coyote Canyon, and Naschitti completion by September 1, 2028. Liquidated damages are $4,536 per calendar day of delay. Bidders must submit offers on all seven price schedules simultaneously; partial bids are not acceptable. Davis-Bacon prevailing wage applies. The solicitation incorporates Indian preference provisions. A mandatory pre-bid site visit is scheduled for August 26, 2026, at 8:00 AM MT in Farmington, New Mexico. Sealed bids are due November 9, 2026. Contact Brittney Nielson (brittney_nielson@ios.doi.gov) or Amy Loveless (amy_loveless@ios.doi.gov).
