About this opportunity
The Bureau of Reclamation is soliciting sources for constructing potable water delivery turnout buildings and associated infrastructure at seven sites in northwest New Mexico (Rock Springs, Window Rock, Coyote Canyon, BBN9 10.1, Naschitti, Newcomb, and Sanostee) between Gallup and Shiprock, with responses due by June 17, 2026 at 1:00 PM Mountain Daylight Time. This sources-sought notice targets small business prime contractors for a potential future small business set-aside solicitation under NAICS 237110 (Water and Sewer Line and Related Structures Construction, $45.0 million size standard).
Work scope includes sitework with buried piping, valves, and accessories; access roads; steel fencing; drainage; steel piping connections to existing lateral and distribution pipes; fiberoptic cable infrastructure; precast concrete buildings and foundations (including geotechnical and design investigations); interior plumbing, mechanical, electrical, controls, instrumentation, and security systems; SCADA system integration; and flushing, testing, and disinfecting installed piping. The Navajo Tribal Utility Authority provides transformers at each location, with ownership demarcation at the meter socket.
The estimated project magnitude is between $18 million and $23 million. The price schedule contains 27 contract line items priced on a lump-sum basis, including mobilization, design services, turnout buildings, electrical systems, earthwork, and piping systems. Contractor responsibility includes New Mexico and Navajo Nation Gross Receipts Tax compliance. Work hours are restricted to sunrise to sunset unless authorized otherwise. A Contract Document Management System such as Procore is required.
Responses must include firm information, business classification and socioeconomic status, surety letter demonstrating bonding capability, capabilities statement addressing prime contractor experience, and three to five relevant past projects with scope, dollar value, and percentage of self-performed work. Submit to Brittney Nielson (brittney.nielson@ios.doi.gov) and Amy Loveless (amy.loveless@ios.doi.gov).
