About this opportunity
The National Geospatial-Intelligence Agency seeks innovative research proposals across three technical domains—Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies—through its Boosting Innovative GEOINT-Science & Technology (BIG-ST) Broad Agency Announcement, with the general solicitation remaining open through December 14, 2026, and individual Topic Calls published separately with varying deadlines.
The procurement is unrestricted and open to all qualified offerors. Work is performed at contractor locations within the United States. The solicitation covers Research, Development, Test, and Evaluation Budget Activities 6.1 through 6.4 and Technology Readiness Levels 1–7. Awards may take the form of procurement contracts (fixed price, cost-plus-fixed-fee, time-and-materials, labor-hour), Other Transaction Agreements for prototypes and follow-on production, grants, or cooperative agreements, with specific award vehicles and amounts determined at the Topic Call level based on proposal scope and merit.
Proposers must submit abstracts prior to full proposals; abstract submission is mandatory for proposal eligibility. The evaluation process consists of eight steps: compliance review, scientific and technical review with confidence ratings, resource analysis, funding decision, security evaluation, cost/price evaluation, administrative and national policy requirements review, and final award decision. Evaluation emphasizes scientific and technical merit, mission alignment, and resource adequacy.
All awardees must comply with comprehensive research and technology protection requirements, including submission of Common Disclosure Forms for covered individuals on fundamental research awards, Program Protection Implementation Plans identifying critical technology elements and countermeasures, and Research Security Training certification. Proposals involving classified work require personnel with appropriate security clearances (Secret, Top Secret, or TS/SCI as specified in individual Topic Calls); unclassified work with Controlled Unclassified Information requires favorable HSPD-12 adjudication. Contractors must implement NIST SP 800-171 cybersecurity controls, maintain FedRAMP Moderate baseline compliance for cloud service providers, establish insider threat programs, and report cyber incidents within 72 hours. Classified work at non-NGA facilities must occur in accredited Sensitive Compartmented Information Facilities or approved secure spaces with executed agreements. Foreign participation is allowable where specified in individual Topic Calls with full Foreign Ownership, Control, and Influence disclosure and mitigation. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the PSC code is AC13.
