About this file
This is a Contract Data Requirements List (CDRL) DD Form 1423 for the National Geospatial-Intelligence Agency (NGA) under contract HM0476-23-BAA-0001, designating a single data item (A002) categorized as X-GINT (exploitation/geospatial intelligence). The CDRL establishes comprehensive technical reporting requirements for the LASER Technical Reports project, which supports the BIG-ST BAA (Broad Agency Announcement) initiative focused on lidar-based object detection using ICESat-2 and GEDI satellite data.
The contract mandates six distinct deliverables with specific submission timelines and content requirements: (A012) Final Reports due no later than the final week of each phase, encompassing lessons learned, comparative ground truth versus satellite data analysis, ICESat-2 usability assessments for submerged objects, ICESat-2 and GEDI usability for surface objects, AI/ML autonomous lidar detection results, and validation of detection accuracy within ±1 meter for underwater targets and centimeter-scale for above-ground targets; (A022) Prototype AI/ML Report with demonstration required 30 days before Phase 2 completion; (A032) AI/ML Detection Report due 30 days after intercomparison tests completion, including algorithm documentation in Python or MATLAB and 3D intercomparison data (X, Y, Z coordinates); (A042) Field Test Collection and Report due within two weeks of field test completion; (A052) Bi-Weekly Status Reports commencing two weeks after phase start; and (A062) Data Intercomparison Report due 30 days post-intercomparison testing. All reports require Microsoft Office format without intellectual property restrictions, Distribution Statement C marking (U.S. Government and contractors/CUI), and electronic submission to the Contracting Officer Representative and Technical Manager. The requiring office is NGA-q, and no DD 250 inspection/acceptance documentation is required.
