About this opportunity

Naval Facilities Engineering Command is issuing a sole-source notice of intent to award a one-year contract to the National Fire Protection Association (NFPA) for four virtual instructor-led training courses based on NFPA 70 (2026), National Electrical Code, with a response deadline of 2:00 PM Eastern Time on September 11, 2026. The Navy has determined NFPA is the sole responsible source capable of providing the required instruction, meeting FAR 13.101(b) criteria as the developer and publisher of the industry standards the Government requires. Each 24-hour course will be delivered virtually over three consecutive 8-hour days with a maximum of 30 students per class, scheduled across Eastern Time, Pacific Time, and Hawaii Standard Time zones. Instruction covers understanding, interpreting, implementing, and enforcing NFPA 70 design and construction requirements for safety. Deliverables include one student manual and one copy of the 2026 NFPA 70 Codebook and Handbook per course. The training will be hosted on Microsoft Teams. Work is classified under NAICS 611430 (Professional and Management Development Training) and PSC U008 (Education/Training). Interested parties may submit a written statement of capabilities with clear and convincing evidence that competition would be advantageous to the Government by the September 11 deadline; responses should be directed to barkley.k.brown.civ@us.navy.mil. The Government will award to NFPA without further notice if no responses are received by the deadline.
