About this opportunity

The Federal Bureau of Prisons seeks a single firm fixed-price award to provide NFPA 101 Life Safety Code training, with proposals due July 24 and questions due July 15. The procurement is a total small business set-aside under NAICS 611430 (Professional and Management Development Training).

Place of performance is the Management and Specialty Training Center in Aurora, Colorado, though other federal facilities may be used by mutual agreement and virtual instruction via Microsoft Teams may be requested. The contractor must deliver approximately four three-day classroom sessions annually (7:30 AM to 4:30 PM with one-hour lunch and hourly breaks), accommodating up to 30 students per class. The contract spans a 12-month base period from October 1, 2026 through September 30, 2027, with four unexercised one-year options and an optional six-month extension, for a potential total contract value ceiling of $15 million.

Instructor qualifications require a minimum of five years full-time fire protection experience, three years teaching similar classes, and familiarity with correctional environments and NFPA code subjects. Current or recent (within five years) NFPA committee service is preferred. The contractor must submit instructor names and contact information two weeks prior to each class, comply with BOP security protocols including background investigations, and submit a Risk Mitigation Plan addressing instructor availability, travel disruptions, security clearances, and manpower continuity.

Pricing must be firm fixed price per class, inclusive of all course materials, student manuals, standards references, certificates of completion, travel, per diem, lodging, and incidental expenses. Evaluation ranks technical factors (training program methodology, instructor experience, innovative enhancements, and SOW realization) as most important, past performance as moderately important, and price as least important. The Government will conduct a comparative analysis and may award without discussions, making the initial quote submission the offeror's best and final offer.
