About this opportunity
The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) Facilities Division is soliciting quotations for National Fire Protection Association (NFPA) 101 Life Safety Code training through Request for Quotation number 1232SA26Q0153. The training must comprise 24 hours of instruction delivered over three consecutive days (Tuesday-Thursday) at 7.5 instructional hours per day via a live virtual platform such as Zoom, Microsoft Teams, or an NFPA-compatible platform. Key requirements include covering mandatory topics such as occupancy classifications, egress and exit protection, occupant load, exit illumination, hazards of vertical openings and interior finishes, and components of alarm and extinguishing systems, with instruction addressing occupant safety throughout the life cycle of both new and existing buildings. The government will make a single award to the offeror representing the best value based on price fairness and reasonableness and technical acceptability, requiring that all pricing be held firm for 90 calendar days from the receipt date. The deadline for quotations is April 24, 2026, and questions must have been submitted by February 13, 2026; notably, the Questions and Answers document was updated on April 14, 2026, providing critical clarifications regarding Continuing Education Unit (CEU) accreditation requirements and certificate endorsement standards.
This is an unrestricted acquisition with no set-aside designation, meaning all responsible sources with active SAM registrations may submit quotations. While the government identified the National Fire Protection Association, Inc. (located at 1 Batterymarch Park, Quincy, MA 02169) as the sole source capable of meeting specifications, the solicitation remains open to all qualified vendors. The training will be delivered to 34 participants comprising a mixed audience of facilities personnel, civil engineers/technicians, and safety/environmental professionals, with delivery required by September 15, 2026. Participants must have lawful access to current editions of all referenced NFPA codes and standards during training and for a minimum of 30 calendar days post-course, with a 90-day subscription preferred at no cost to participants. The place of performance is Calverton, Maryland, with training materials to be delivered to Beltsville, Maryland, and the applicable NAICS code is 611430 (Professional and Management Development Training), with a small business size standard of $15 million.
