Summary of Statement of Work for NFPA 101
This Statement of Work describes requirements for live virtual training on NFPA 101 occupant safety standards. The vendor must deliver 24 hours of instruction across three consecutive days (Tuesday–Thursday) at 7.5 instructional hours per day, between 8:00 AM and 4:30 PM EDT, via Zoom, Microsoft Teams, or an NFPA-compatible platform. Mandatory training topics include occupancy classifications, egress and exit protection, occupant load, exit illumination, hazards of vertical openings and interior finishes, components of alarms and extinguishing systems, and building rehabilitation work categories. The training must address occupant safety throughout the life cycle of both new and existing buildings, focusing on fire protection systems, emergency procedures, and construction and occupancy features that minimize life-threatening risks.
The selected vendor must ensure all participants have lawful access to current editions of all referenced NFPA codes and standards during the training dates and for a minimum of 30 calendar days post-course (90-day subscription preferred), with access provided at no cost to participants. The instructor must demonstrate professional expertise in NFPA codes through prior teaching experience, professional certifications in fire protection or code compliance, contributions to NFPA standards activities, publications, curriculum development, or applied technical experience. The vendor must administer an electronic final exam, issue NFPA-endorsed certificates of completion, award Continuing Education Units (CEUs) issued by a recognized training organization that convert to Continuous Learning Points at a rate of 10 CLPs per CEU, and provide the Government with a class roster and assessment results.

Statement of Work for NFPA 101 Purpose
The training will focus on occupant safety throughout the life cycle of a building, addressing both new and existing structures. Instruction must cover essential fire protection systems, emergency procedures, and construction, protection, and occupancy features necessary to minimize life-threatening risks from fire, smoke, heat, and toxic gases.
Mandatory Training Topics
The training must include the following required topics:
• Occupancy classifications
• Egress and exit protection
• Occupant load
• Exit illumination and additional considerations
• Hazards of vertical openings and interior finishes
• Components of alarms and extinguishing systems
• Building rehabilitation work categories
Training must be deliverable in a live virtual environment to accommodate participants in multiple locations.
Delivery Requirements
The selected vendor must deliver 24 hours of NFPA-based instruction across three consecutive days (Tuesday–Thursday) at 7.5 instructional hours per day. Instruction shall occur between 8:00 AM and 4:30 PM (EDT). The course must be delivered virtually via Zoom, Microsoft Teams, or an NFPA-compatible platform.
The vendor shall ensure all participants have lawful access to current editions of all NFPA codes and standards referenced in the curriculum for study during the course and for a reasonable post‑course period. Access may be provided through any compliant means (e.g., vendor‑furnished licensed digital access, temporary trials, course compendia, or other lawful methods) and must not require participants to purchase access separately.
Minimum expected availability: access during the training dates and at least 30 calendar days after course completion. Proposals may offer longer access periods; the Government may consider longer access favorably in the technical evaluation.
The vendor must administer an electronic final exam and issue an NFPA-endorsed certificate of completion to all successful participants.
Instructor Qualifications
The instructor must possess demonstrated professional expertise in NFPA codes and standards. This expertise may be shown through prior experience teaching NFPA or fire/life-safety curriculum; professional certifications or credentials related to fire protection or code compliance; documented contributions to NFPA or similar nationally recognized life-safety standards activities; publications; curriculum development; or applied technical experience in code interpretation or implementation.
CEU and CLP Requirements
The training must award Continuing Education Units (CEUs) issued by a recognized training organization. CEUs must include an assessment or testing component. Awarded CEUs must convert to Continuous Learning Points (CLPs) at a rate of 10 CLPs per CEU. The vendor must document the CEUs awarded on certificates or transcripts.
