About this opportunity

The U.S. Department of Justice, Drug Enforcement Administration issued a sole-source justification notice on August 21, 2026 for a purchase order to Port Lee for Porter Lee-Bar Coded Evidence Analysis Statistics and Tracking (BEAST) Laboratory Information Management System data acquisition supporting the National Forensic Laboratory Information System (NFLIS), with a capability statement deadline of August 26, 2026 at 4:00 PM Eastern Standard Time.

This is not a competitive solicitation. The DEA has determined that only Porter Lee BEAST provides the proprietary systems and reports required to generate and ingest data for NFLIS, which collects drug identification results and associated information from Federal, State, and Local forensic laboratories with drug chemistry sections, many of which hold ANAB/ASCLD/LAB accreditation and conform to ISO 9001 and ISO 17025 standards. The government will not modify data obtained from participating vendors beyond ingestion into NFLIS. The estimated contract value is $44,000, with a performance period from September 15, 2026 to September 14, 2026. Market research was conducted in July 2026 through contact with participating laboratories currently using Porter Lee BEAST systems; the vendor's quote was reviewed by subject matter experts and deemed reasonable based on historical program knowledge and established laboratory relationships. Contractors interested in submitting a capability statement should direct submissions electronically to Denise.N.Scott@dea.gov by the August 26 deadline.
