About this file
This is a Sole Source Documentation form for a FAR Part 13 purchase order exceeding $10,000 but not exceeding $250,000.
The Drug Enforcement Administration seeks to contract with Porter Lee-Bar Coded Evidence Analysis Statistics and Tracking (BEAST) for Laboratory Information Management System (LIMS) data acquisition services. The estimated contract value is $44,000.00, with a period of performance from September 15, 2026 to September 14, 2026. The acquisition is classified as a sole source procurement based on the determination that only Porter Lee BEAST offers the proprietary systems and reports required to generate data for the DEA's National Forensic Laboratory Information System (NFLIS). NFLIS collects drug identification results and associated information from Federal, State, and Local forensic laboratories with drug chemistry sections, many of which are ANAB/ASCLD/LAB accredited and ISO 9001 and 17025 compliant. Market research was conducted in July 2026 through contact with participating laboratories that currently use Porter Lee BEAST systems. The vendor provided a quote that was reviewed by subject matter experts within the requesting office (SF) and deemed reasonable based on historical program knowledge and the vendor's established relationship with laboratories supporting NFLIS. The contracting officer certifies that no order will be placed unless the price is determined to be fair and reasonable. The documentation was signed by customer representative Herbert Dedeaux on August 21, 2026, and by Contracting Officer Denise Scott on August 21, 2026.

SOLE SOURCE DOCUMENTATION
FAR PART 13
Purchase Orders Over $10,000 but not Exceeding $250,000
Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR). A Limited Sources Justification is required when soliciting fewer than three sources per FAR 13.104, or when using brand name descriptions per FAR 13.106-1(b)(1). A Limited Sources Justification is not required for brand name or equal procurements. Follow procedures at FAR PART 11.104.
Type of action: sole source acquisition brand-name
DAC Number: D-26-SS-0077 Estimated total mount:
$44,000.00
Recurring Requirement: YES NO
Delivery Date: X Period of Performance: 9/15/2026 – 9/14/2026
Brief description of supplies or services required and the intended use:
Per FAR 52.211-6, the government seeks to contract with Porter Lee-Bar Coded Evidence Analysis Statistics and Tracking (BEAST) for Laboratory Information Management System (LIMS) data acquisition. This vendor is similar to Forensic Advantage but uses proprietary systems/reports to generate data and reports needed for the continued operation of the Drug Enforcement Administration’s sponsored National Forensic Laboratory Information System (NFLIS). The DEA’s NFLIS-Drug data collects drug identification results and associated information from drug cases submitted to and analyzed by participating Federal, State, and Local forensic Laboratories with drug chemistry sections many of whom are ANAB/ASCLD/LAB accredited and conform to the requirements of ISO 9001 and designed to assist forensic laboratories in meeting the requirements of ISO 17025 accreditation. The government will not modify the data obtained from participating vendors other than to ingest it into NFLIS. See Appendix # for a list of laboratories that use Porter Lee to submit data to NFLIS.
Summary of the facts and circumstances that support the determination that only one source is reasonably available to supply the required supplies or services, or only the specified brand-name items can satisfy the Government’s need:
Porter Lee-Bar Coded Evidence Analysis Statistics and Tracking (BEAST) uses proprietary systems/reports to generate data and reports needed for the continued operation of the Drug Enforcement Administration’s sponsored National Forensic Laboratory Information System (NFLIS).
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:
Market Research (MR) was conducted in July 2026. A number of the laboratories that submit data to NFLIS use Porter Lee (Beast), which requires the use of their proprietary systems and /reports to generate data and reports. This Laboratory Information Management System (LIMS) system is only offered by Porter Lee so they were contacted about interest in submitting a quote for renewal of the contract. They indicated they were and a quote was sent. The quote was included in the packet for acquisition. The pricing given by the vendor during MR was reviewed by subject matter experts within SF and based on historical knowledge of the program, deemed reasonable. This determination is based on working knowledge of the vendor’s relationship with the laboratories supporting NFLIS and the pricing to provide the data that is sought via this acquisition.
The Contracting Officer hereby determines that, due to the circumstances of this procurement:
Only one source is deemed to be reasonably available.
Only the specified brand-name item will satisfy the Government’s need. For orders exceeding $25,000, this Limited Source Justification shall be made available together with the solicitation and posted on the Contract Opportunities page on the Governmentwide Point of Entry (SAM.gov) in accordance with FAR 5.101(a)(1).
The Contracting Officer certifies that an order for the supplies or services will not be placed unless the price is found to be fair and reasonable.
