About this opportunity
The Defense Health Agency Contracting Activity intends to negotiate on a sole-source basis with Illumina, Inc. for procurement of one NextSeq 1000 Sequencing System under simplified acquisition procedures, with capability statements due June 17, 2026.
The system will support the Armed Forces Medical Examiner System DNA Operations and Defense POW/MIA Accounting Agency at Fort Detrick, Maryland, replacing end-of-life NextSeq 550 instruments and accommodating increased mission workload for identifying missing service members from World War II, Korea, Vietnam, and the Cold War. Illumina's NextSeq 1000 is the only source capable of delivering the required next-generation sequencing platform utilizing XLEAP-SBS chemistry with backward compatibility to current validated forensic assays, eliminating re-validation requirements. The system must meet NDAA 2010 mandate for 200 annual identifications and support flexible read lengths (2x50 bp through 2x300 bp), up to 120 Gb output per run, 400 million single reads per run capacity, run times between 8 and 42 hours, 90% of bases at Q30 quality, integrated reagent cartridge with RFID consumable tracking, and direct upgrade path to NextSeq 2000. The internal control computer requires 2U Microserver with Linux OS, 288 GB RAM, and 3.8 TB SSD; physical dimensions are limited to 55 cm W x 65 cm D x 60 cm H with gross weight not exceeding 141 kg.
This pre-solicitation notice is not a competitive request; it invites capability statements to support the Government's sole-source determination. NAICS 334516; no set-aside applies. Interested parties should submit technical data and cost capability statements via email to Alicia Maldonado Torres.
