About this opportunity
The Naval Sea Systems Command (NAVSEA) has issued a pre-solicitation notice for Concept Refinement studies under Firm Fixed Price contracts for the Next Generation Logistics Ship (NGLS) program. The NGLS program aims to develop a new class of smaller logistics ships to augment existing Combat Logistics Force vessels, designed to refuel, rearm, and resupply Naval and USMC assets in both contested and non-contested environments globally. Key objectives include identifying cost-effective design solutions, leveraging commercial practices and standards to maximize affordability and producibility, and developing integrated ship designs meeting specified capabilities. The evaluation will focus on technical approach, management plan, past performance, and cost, with emphasis on understanding program objectives and demonstrating experience with logistics support ship construction. NAVSEA intends to issue a full and open competitive Request for Proposal under NAICS code 336611 during the 4th quarter of FY25, with responses to this pre-solicitation notice due by August 26, 2025.
This opportunity does not utilize any set-aside designations and will be conducted as full and open competition. The Navy plans to award up to three contracts for market surveys, concept design, and functional design planning, with contract awards targeted for the second quarter of Fiscal Year 2026. Offerors must submit electronic proposals via the PIEE Solicitation Module, with technical proposals limited to 40 pages covering technical approach, organizational resources, and past performance. The contract includes multiple Contract Line Item Numbers covering market survey and concept design, potential functional design planning, and special studies. Key deliverables include conducting global market surveys, developing comprehensive technical reports, drawings, analyses, and design summaries, with all work emphasizing the incorporation of commercial design standards and shipbuilder experience. No specific contract values or budget ranges have been disclosed in this pre-solicitation notice.

Pre-Solicitation Synopsis
This is a pre-solicitation synopsis for Concept Refinement studies under Firm Fixed Price (FFP) contract(s) for design development and production planning for the Next Generation Logistics Ship (NGLS) program. Objectives of this effort include identifying cost effective design solutions, leveraging commercial practices and standards to the maximum extent practical to inform and validate requirements, and maximize affordability and producibility.
The Next Generation Logistics Ship (NGLS) Program is a new class of ships intended to augment the current Combat Logistics Force ships. The NGLS will enable refueling, rearming, and resupply of Naval and USMC assets and be capable of operating in contested and non-contested environments. The NGLS is envisioned to be smaller than existing ships in the Combat Logistics Force, operate in global maritime domains, and sustain afloat and ashore Navy and USMC requirements. NGLS is currently conceived to be a single ship type providing Refuel, Resupply, and Rearm capabilities.
The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive Request for Proposal (RFP) under North American Industry Classification System (NAICS) code 336611 during the 4th quarter of FY25 in accordance with FAR Part 15 – Contracting by Negotiation.
