About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting market research for the Next Generation Logistics Ship (NGLS) Concept Refinement program, seeking industry sources capable of designing, developing, and delivering logistics ships that can perform refuel, resupply, and rearm missions in both contested and non-contested environments. The Auxiliary and Special Mission Shipbuilding Program Office (PMS325) is prioritizing commercial products and services, with evaluation criteria focusing on whether solutions can align with existing governmentwide contracts, modified commercial products, or nondevelopmental items. Only U.S. companies may propose as prime contractors, and interested parties must complete a comprehensive market research questionnaire and sign a Non-Disclosure Agreement to receive draft contract documents. The Navy emphasizes this is a planning-stage research effort aimed at informing future acquisition strategies and assessing potential commercial and small business solutions. All responses must be submitted electronically by July 25, 2025, to specified Navy contacts including Tim Ross, Steven Noel, and Olivia Wisont.

This pre-solicitation notice does not include any set-aside designations, operating under a "No Set-Aside Used" classification. No incumbent contractors or current service providers are identified in the documentation, as this represents an initial market research phase for the NGLS program. The notice does not specify award values, budget ranges, or quantities of vessels to be procured, focusing instead on capability assessment and industry interest. The timeline for concept refinement services is not detailed in specific numerical terms, though the market research questionnaire seeks feedback on project timelines and functional design planning phases. The Navy has structured this as a Request for Information (RFI) and Sources Sought Notice under FAR Part 10, emphasizing that responses will not constitute binding offers or commitments from the government for actual procurement.

Notice text

INTRODUCTION

This Request for Information (RFI)/Sources Sought Notice is being issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Auxiliary and Special Mission Shipbuilding Program Office (PMS325), for the Next Generation Logistics Ship (NGLS) Program. PMS 325 is conducting market research to identify responsible sources with the capability to design, develop, and deliver NGLS and that are interested in an upcoming Concept Refinement contract. The NGLS is intended to perform Refuel, Resupply, and Rearm missions and be capable of operating in contested and non-contested environments. This notice seeks to understand industry capabilities, interest, and to inform future acquisition strategies, ensuring that the NGLS program delivers to operational requirements and integrates seamlessly into the existing and future naval logistics infrastructure.

This market research is being performed in accordance with FAR Part 10, and is an attempt by the Navy to procure commercial products and commercial services to the maximum extent practicable. The Navy intends to use the results of this market research to determine the below in the stated order of priority. Accordingly, industry respondents are requested to identify how their potential solution aligns thereto.

  1. A commercial product or commercial service on an existing governmentwide contract can meet the agency's requirements;

  2. The requirements could be modified so the agency could use an existing governmentwide contract;

  3. commercial product or commercial service is available from another source;

  4. A commercial product or commercial service could be modified to meet the agency's requirements; or

  5. The requirement can only be satisfied by a nondevelopmental item.

If a commercial product or service that meets the above ordered categories is not available, a description is requested of how the identified non-commercial solution is the only known means of fulfilling the requirement.

This RFI/Sources Sought Notice is for planning purposes only.
