Section C – Descriptions and Specifications

C.1. GENERAL STATEMENT OF WORK – CONCEPT REFINEMENT

C.1.1 INTRODUCTION

This Statement of Work (SOW) and attachments define the Next Generation Logistics Ship (NGLS) design development and production planning activities for this procurement. The prime contractor shall subcontract with a qualified shipyard(s) within its teaming arrangement if it is not itself a shipyard.

The Next Generation Logistics Ship (NGLS) Program is a new class of ships intended to augment the current Combat Logistics Force ships. The NGLS will enable refueling, rearming, and resupply of Naval and USMC assets – afloat and ashore – in support of Distributed Maritime Operations, Littoral Operations Contested Environment, and Expeditionary Advanced Base Operations. The NGLS is envisioned to be smaller than existing ships in the Combat Logistics Force, and will operate in global maritime domains, sustaining afloat and ashore Navy and USMC requirements. NGLS is currently conceived to be a single ship type providing Refuel, Resupply, and Rearm capabilities.

The Contractor shall deliver cost effective ship designs and approaches that meet the capabilities required by Next Generation Logistics Ship (NGLS) Circular of Requirements (COR) Rev 1.17 by leveraging lessons learned from previous classes of Combat Logistics Force (CLF), underway replenishment (UNREP), and logistics support ships.

The contractor shall conduct a global market survey for replenishment ships that could be built in United States shipyards, assess feasibility and affordability of current NGLS requirements by performing design development, and provide information regarding compliance with 2025 NDAA “basic and functional design” requirements.

C.1.2 INTEGRATED DESIGN ENVIRONMENT (IDE)

The Government has established a Program Management System – Extranet Sites (PMSES) portal for use on this contract. The PMSES portal is an Integrated Digital Environment (IDE) and provides a secure data repository for data exchange and storage with the necessary access control for data protection in conjunction with a collaborative environment. The Contractor shall post all CDRL submissions to the Government IDE. The PMSES portal will require public key infrastructure (PKI) certificates for access.

NOTE - Government review, comments, feedback, and acceptance of data items under this contract does not represent approval by the Government for any particular design aspect or technical approach, nor does it represent an obligation on the Government of any kind.

Rather, this feedback is an opportunity for the Contractor to have substantive exchanges with the Government as it refines its design and technical approach towards meeting the future NGLS requirements.

The Government objectives are (1) to identify cost effective NGLS design solutions by leveraging commercial designs and shipbuilder experience and standards; and (2) inform the NGLS COR and its development.

While the stated goal of the Concept Design is to identify cost effective design solutions, the Contractor will make every effort to identify other areas of opportunity within production, documentation, and testing that may reduce the acquisition cost of the vessels. The Contractor shall place emphasis on the use of commercially available, non-developmental and proven technologies.

The Contractor shall provide, and the Government will retain, rights in technical data developed under this contract per DFARS 252.227-7013 Rights in Technical Data—Other Than Commercial Products and Commercial Services. As such, future solicitation(s) may contain recommendations and/or conclusions based on analyses and studies produced by the Contractor under this contract. Business sensitive data such as financial reporting and shipyard capability information may be marked as “proprietary”, where such proprietary marking is justified by the Contractor and approved by the Government, however proprietary markings shall be specifically applied to sections/paragraphs/sentences/etc.

only, and in a manner that allows for ease of Government redaction and use. Any proprietary or sensitive business data provided by the Contractor via a deliverable must be marked appropriately and will not be shared with other industry participants. All commercial and non-commercial data delivered must be marked with the technical data rights appropriately asserted by the Contractor. Assertions must be made in accordance with DFARS 252.227- 7013 Rights in Technical Data—Other Than Commercial Products and Commercial Services, DFARS 252.227-7015 Technical Data - Commercial Products and Commercial Services, and DFARS 252.227-7017 Identification and Assertion of Use, Release, or Disclosure Restrictions.

The Contractor shall safeguard all sent, received, handled, generated, and stored Controlled Unclassified Information (CUI) in accordance with DFARS 252.204, Executive Order 13556, the Defense Acquisition Regulations Supplement and DoD Instruction

5200.48. The Government does not anticipate that any classified data will be generated or submitted under this effort. However, if the Contractor believes that the submission of any classified data would best meet the requirements delineated in this SOW and under any resulting Contract Data Requirements List (CDRLs), the Contractor shall comply with Attachment J-X, Contract Security Classification Specification, DD-254.

The Government intends to use the deliverables from this contract to refine and develop NGLS detailed design and construction (DD&C) requirements and specifications.

C.2. CONTRACT LINE ITEM NUMBER (CLIN) DESCRIPTIONS AND

STATEMENT OF WORK FOR CONCEPT REFINEMENT AND

DOCUMENTATION

C.2.1 CLIN 0001 – MARKET SURVEY AND CONCEPT DESIGN

C.2.1.0 OBJECTIVE

The Government is interested in cost effective ship designs and approaches that meet the capabilities specified within Attachment J-1.

The Contractor shall furnish all resources necessary to perform Market Survey and Concept Design for NGLS in accordance with Contract requirements, including attachments, revisions and modifications thereto including the following:

a) The provisions of this Contract

b) NGLS Circular of Requirements (COR), Attachment J-1

c) Other documents, exhibits, and attachments listed with the requirements of the Contract

C.2.1.1 PROJECT MANAGEMENT

The Contractor shall provide project management efforts necessary to ensure the on-schedule completion of all the work associated with this contract and submit an Integrated Master Schedule (DI-A001).

The Contractor shall provide a Program/Technical Manager Team to manage Contractor and Subcontractor work scope planning, budgeting, scheduling and executing within program control processes, security control processes, risk management frameworks, quality assurance techniques for on-time delivery of data, and compliance with the Contract requirements. The Program/Technical Manager Team shall consist of Key Personnel identified in Attachment J-X, and supporting positions identified by the Contractor in its proposal. The Contractor shall provide updated Attachment J-X information as required, and per C-237-H002 Substitution of Key Personnel (NAVSEA) (OCT 2018), to continue to accurately reflect the identification of Key Personnel throughout the performance of this Contract.

C.2.1.2 MEETINGS AND REVIEWS

C.2.1.2.1 POST AWARD CONFERENCE

The Contractor shall conduct a Post Award Conference (PAC) within thirty (30) calendar days after contract award. The Contractor shall hold the Conference at the Contractor’s facility and enable participation via Web-conference. The purpose of the conference is to

(1) review the contract and technical requirements, (2) review the schedule requirements, including design reviews, and (3) discuss the roles and working relationships between the Contractor and the Government. Representatives from each engineering and design firm on the Contractor’s team shall attend. The Contractor shall prepare the Post Award Conference Agenda, Presentation and Minutes (DI-A002).

C.2.1.2.2 INFORMATION EXCHANGE MEETINGS

Informal working-level information exchange meetings between the Contractor Team and Government Team shall be held regularly, at least monthly and no more than weekly, at the Contractor’s discretion. Meetings shall be an open forum for emergent questions and other discussion items between formal meetings and conferences. Topics shall be provided to the Government via email at least 2 working days prior to each meeting. Meetings shall be held via Web-conference. Ad-hoc meetings and discussions may be held on an as-needed basis at mutually agreed dates and times. Changes to meetings, such as time, date, or frequency, shall be mutually agreed upon between the Contractor and the Government.

C.2.1.2.3 TECHNICAL EXCHANGE MEETINGS (TEM)

The Contractor shall conduct one Technical Exchange Meeting (TEM) between the PAC and the first Design Review and one TEM between the first and second Design Review. The purpose of the Technical Exchange Meetings is for the Contractor to discuss current risk areas and design issues with the Government. Each Technical Exchange Meeting shall be held via Web-conference. The Contractor shall propose dates; the Government will notify the Contractor of the approved date.

C.2.1.2.4 DESIGN REVIEWS

The Contractor shall hold at least two (2) Design Reviews at approximately the midpoint and the end of the period of performance. The Contractor shall present the ship design status, technical issues and recommended solutions, overall program progress, anticipated problems, risks and other related matters at the design reviews. Any unresolved issues shall be presented.

The Contractor shall prepare for all meeting types within Section C.2.1.2 the Meeting Agenda and Presentation (DI-A003) and Minutes (DI-A004).

The Contractor shall plan to conduct PAC, TEM, and DR per the schedule below

C.2.1.2.5 Other Meetings

The Contractor shall hold a review for each Task 1 and Task 3 (if awarded). Task 1 review shall occur within two months of CLIN 1001 award to present the results of the Market Survey and may be combined with any other meeting. Task 3 review shall occur within two

(2) months of CLIN 1003 award and may be its own meeting or combined with any other meeting. Task 2 deliverables will be reviewed during TEM and Design Reviews.

Special Study reviews shall occur in accordance with the applicable Technical Instructions (TI) initiating the Special Study.

C.2.1.3 TASK 1 – MILITARY REPLENISHMENT AND COMMERCIAL SHIP MARKET

RESEARCH

The Contractor shall survey foreign and domestic ship designs to determine if any existing design closely meet or can be minimally modified to meet requirements of Attachment J-1, COR requirements.

The contractor shall prepare Attachment J-3, Market Survey Database with market survey results of the foreign and domestic military replenishment ship designs and foreign and domestic commercial ship designs and determine the extent to which the surveyed replenishment ship designs approach, meet, or exceed that attachment J-1, COR requirements. For those commercial ship designs surveyed, the least modifications possible that would be required to provide Refuel, Resupply, and Rearm capabilities underway shall be identified and an analysis of those modifications provided. The contractor shall provide rankings of the designs based on how closely they meet, and/or any modifications required to meet, the Attachment J-1, COR, identify the design(s) that best meet the requirements, and provide a discussion of the rationale and factors that led to that decision. The contractor shall evaluate the use of commercial design standards and commercial construction practices to ensure they are used to the maximum extent practical. Contractor shall identify areas where Government specified requirements would take precedence over commercial standards and practices and the impacts of that precedence.

The Contractor shall prepare a report detailing market research methodology, survey results, and recommendations and rationale for further development of an existing design or proceeding with a new design in accordance with Attachment J-2, Data Requirements List DI-A005 Replenishment Ship Design Market Report.

C.2.1.4 TASK 2 – NGLS SHIP DESIGN

The Contractor shall accomplish engineering efforts to develop an integrated NGLS ship design that meets the requirements of Attachment J-1, NGLS COR. The Contractor should base their design on a ship design from Task 1, provided it can be developed to meet the COR with limited changes. The Contractor is not required to use a design identified in Task 1 but shall provide adequate supporting rationale for not selecting a Task 1 design.

Government and Contractor shall agree upon the basis for the design.

The contractor shall incorporate commercial design standards and commercial construction standards into the design to the maximum extent practical. The contractor shall identify areas where commercial design standards or commercial construction practices would be superseded by any government specified requirements. The Contractor shall provide an analysis of technical, cost, and schedule impacts of those requirements taking precedence.

The intent of this design is to be as close to the Attachment J-1, NGLS COR requirements as possible. Designs that exceed the requirements in the COR (greater than 10%) shall identify the additional cost to total ownership that the extra capabilities will cost the Government.

The Contractor shall furnish design, schedule, and other data including technical data, drawings, models, lists/indexes, reports and procedures in accordance with the most recently updated Attachment J-1 and Attachment J-2.

The emphasis of this Concept Design is to establish ship size, external configuration, and the overall allocation of space to various functions, major propulsion, electrical, and mission-essential mechanical system elements. System architectures shall be defined.

Changes in requirements should be incorporated as modifications to the existing baseline, re-optimizing the design will not be required. The concept design will help inform design and production schedule estimates as well as the notional procurement figures.

C.2.1.4.1 DESIGN SUMMARY REPORT

The contractor shall prepare the Preliminary Design Summary Report (DI-B001). The report shall describe the current state of the design and include a Design Placemat.

C.2.1.4.2 REPORTS

C.2.1.4.4 ANALYSIS

The contractor shall perform the following analysis:

C.2.1.4.5 WEIGHT ESTIMATE

The contractor shall prepare the Weight Estimate (DI-B011).

C. 2.1.4.6 MAJOR MACHINERY EQUIPMENT LIST

The Contractor shall prepare the Major Machinery Equipment List (MMEL) (DI-B016).

C.2.1.4.7 REGULATORY BODY CORRESPONDANCE AND MEETING MINUTES

The contractor shall prepare the Regulatory Body Correspondence & Meeting Minutes (DI- 003).

C.2.1.5 CYBERSECURITY AND SECURITY

C.1.2.9.1 CYBERSECURITY

The Contractor shall implement the security requirements specified in this contract, including NAVSEA text entitled C-204-H002, “Implementation of Enhanced Security Controls on Select Defense Industrial Base Partner Networks (NAVSEA) (JAN 2020)” and DFARS clause entitled DFARS 252.204-7012, “Safeguarding Covered Defense Information and Cyber Incident Reporting”, as well as National Institute of Standards and Technology (NIST) Special Publication 800-171.

C.1.2.9.2 SECURITY

The Contractor shall provide for security management and information assurance management and shall prevent unauthorized disclosure of data as required by U.S. Law, Federal Regulation and DoD Policy.

Foreign companies, subject to the restrictions of the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulation (EAR) will be allowed to participate if and only to the extent there is a teaming arrangement in place with a participating U.S. Contractor, and the participation is proactively managed by the Contractor as to adhere to such regulations and prevent unauthorized disclosure of proprietary information. Surface Vessels of War and their Technical data are included in the U.S. Munitions List and therefore subject to ITAR restrictions. Any participating Contractor must comply with all U.S. export control, laws and regulations. Further, the Contractor shall team with the Government to ensure that the designs produced by the contract, anticipating their use for ship construction, comply with the requirements of 10 U.S.C. 8679 which mandates that no major component of the hull or superstructure of any vessel constructed for the armed forces may be constructed in a foreign shipyard.

The Contractor shall execute this Contract in accordance with security practices required by the attached DD-254 (Attachment J-X). The Contractor shall maintain facility and personnel clearances as required by the National Industrial Security Program.

The Contractor shall generally perform work under this Contract up to the CUI level. The Contractor shall perform specific security requirements as described in the attached DD- 254 (Attachment J-X) and as described below:

• The Contractor shall have access to CUI with developers and integrators.

• The Contractor is required to protect critical information associated with this contract to prevent unauthorized disclosure and shall observe OPSEC requirements.

C.2.2 CLIN 0002 – TASK 3 FUNCTIONAL DESIGN PLANNING (OPTION, IF

EXERCISED)

The contractor shall prepare a report detailing how the changes implemented by H.R.5009 related to the completion of “basic and functional design” will impact the execution of the typical Detail Design & Construction phases of Navy ship acquisition. The contractor shall prepare a plan for the completion of basic and functional design as defined in 10 U.S.C. (§) 8669c.(c)(1). The plan shall address cost, schedule, and scope of completing basic and functional design. . The contractor shall provide feedback on the Data Item deliverables in Attachment J-XX Functional Design DI Matrix and ensure their scope sufficiently increases the design development to the revised definitions .

The Contractor shall include sections assessing the use of a Vessel Construction Manager for construction of a vessel, being provided a Technical Data Package for construction, and any drawbacks or benefits of those approaches.

Basic and Functional Design is defined below in accordance with 10 U.S.C. (§) 8669c.(c)(1):

BASIC AND FUNCTIONAL DESIGN.—The term "basic and functional design", when used with respect to a vessel, means design through computer aided models, and when used with respect to manned surface and undersea combatants, means design through the completion of three-dimensional computer aided modeling, that—

(A) supports the major hull structure of the vessel;

(B) sets the hydrodynamics of the vessel; and

(C) positions and routes all major distributive systems of the ship, including electricity, water, and other utilities

The Contractor shall prepare the Functional Design Plan (DI-A008)

C.2.3 CLIN 0003 - ORDERING LINE ITEM FOR SPECIAL STUDIES (OPTION, IF

EXERCISED)

In accordance with the clause entitled “SPECIAL STUDIES & DOCUMENTATION” under Section H, the Contractor shall provide up to 5,000 man-hours to perform special studies, design, analyses, and reviews as Additional Government Requirements in support of the

NGLS program, if and to the extent ordered by the Contracting Officer. These Additional Government Requirements are over and above that specified in other contract line-item numbers (CLINs). Orders for this effort shall be placed in accordance with the general requirements in in Section H of this contract entitled “SPECIAL STUDIES &

DOCUMENTATION”.

C.2.4 CLIN 0004 DATA FOR CLIN 0001 AND EXERCISED OPTIONS (not separately priced)

The Contractor shall prepare and deliver the data items required by the Contract Data Requirements List (CDRL), Attachment J-2. The Contractor shall submit all required data in accordance with the requirements listed therein. Contractor shall prepare and deliver the data items required for any option CLIN if the option CLIN is exercised.
