About this opportunity
The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) Joint Program Manager Protection is seeking prototype development of Next Generation Individual Protection chemical and biological protective suits through a Request for Project Proposal under Other Transaction Authority. The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is managing this procurement for readily available CB protective suits that provide rapid solutions meeting minimum viable threshold requirements for percutaneous protection against chemical warfare agents, biological warfare agents, radiological particulates, and non-traditional threats. The suits must be interoperable with current US Armed Forces protective ensemble elements including MALO boots, JSGPM masks, and JB2GUnFR gloves, and must comply with Berry Amendment requirements for domestic sourcing. Evaluation factors include technical merit, military relevance, key personnel qualifications, manufacturing capability, past performance, and Berry Amendment compliance. The preproposal deadline is September 4, 2025, at 4:00 PM EST, with preproposals limited to 11 pages and requiring technical descriptions, work breakdown structure, rough order of magnitude costs, and modernization plans addressing PFAS removal strategies.
This procurement does not utilize any set-aside designations and the government anticipates making multiple awards to qualified vendors. The solicitation follows a two-segment approach where Segment I requires delivery of 10 yards of material and 7 prototype suits within 45 days of award, followed by an optional Segment II requiring 350 suits delivered within 6 months. The protective suits must provide protection for up to 72 hours of uncontaminated wear, with liquid threat protection of at least 2 g/m2 and vapor/particulate threat protection of at least 1000mg-min/m3. The government has indicated potential follow-on production contracts for up to 4 million suits over multiple years, representing a significant long-term procurement opportunity. The incremental approach initially targets a minimum viable platform that meets threshold requirements, with the potential to evolve toward more advanced protection capabilities in future phases.
