About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Draft Request for Project Proposal for Next Generation Individual Protection prototype suits through the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). This special notice serves as an advance notification to industry partners that a formal solicitation will be posted on August 15, 2025, focusing on the development of Chemical, Biological, and Radiological (CBR) protective ensembles. The draft RPP targets prototype CB protective suits that can provide rapid protection while meeting minimal threshold requirements through an incremental, two-segment approach. The opportunity falls under NAICS code 315210 for Cut and Sew Apparel Contractors and PSC code 8415 for Clothing, Special Purpose. The government is not currently accepting proposals but is seeking to gauge industry capabilities and interest.

The primary objective is to develop prototype Individual Protective Ensembles that can be produced within six months and are interoperable with current US Armed Forces protective equipment, capable of protecting against chemical/biological warfare agents, radiological particulates, and non-traditional threats. Contractors interested in demonstrating their capabilities must submit relevant information through the JETT system at https://jacks.jpeocbrnd.army.mil/JETT/ by 5:00 PM Eastern on June 25, 2025, referencing RFI # W911QYNGIP2025. The program anticipates multiple awards progressing through Segment I (10 yards of material and 7 suits for initial testing) and potentially Segment II (350 suits for advanced testing), with the possibility of a follow-on production contract for up to 4,000,000 systems. Proposals for the formal solicitation will be due by September 15, 2025, and vendors must address PFAS usage and Berry Amendment compliance requirements. Key evaluation factors will include technical merit, military relevance, key personnel qualifications, facilities, budget, and past performance.
