About this file
This is a Statement of Work (SOW) for the Eielson AFB Historical Newspaper Digitization Project. The Government requires the contractor to digitize approximately 1,952 newspaper volumes spanning 1952-1979 from the Eielson Air Force Base collection, which currently exists only in fragile paper format at high risk of degradation and loss.
The contractor shall provide complete digitization services including scanning all newspapers at minimum 300 dpi resolution in full color and creating three distinct digital file formats for each page: Archival Master Files in uncompressed TIFF format (LZW compression acceptable), Access Files in high-quality JPEG format, and Searchable Document Files as multi-page, searchable PDF/A format with Optical Character Recognition applied. The contractor must deliver the complete digital collection on five separate external hard drives, each containing the entire collection in all three file formats, and securely return all original newspaper volumes in the same archival boxes provided by the Government using trackable shipping methods. The contractor shall provide monthly status reports by the 5th business day of each month and serve as a single point of contact for project management. The Period of Performance is 120 calendar days beginning on the first business day after the contractor confirms receipt of the Government-furnished newspapers. Final acceptance is contingent upon safe return of all original volumes, confirmed receipt of all five hard drives, and successful completion of a quality assurance review within 10 business days of drive delivery, which will include spot-checking files to verify 300 dpi resolution, correct file formats, and searchable text in PDFs.

Due to age and frequent use, the collection is at high risk of permanent degradation and loss.
1.2 Objective: The objective of this contract is to professionally digitize the most vulnerable part of the collection (approximately 1952-1979) to preserve it and make it accessible to all base personnel. The contractor shall convert the physical newspaper volumes into high-quality, searchable digital formats.
