About this opportunity
The Department of Veterans Affairs (VA) Greater Los Angeles Healthcare System is seeking a lease for a new Community Based Outpatient Clinic (CBOC) in Paso Robles, California. The procurement will acquire approximately 6,960 rentable square feet to expand healthcare services for local veterans, including Primary Care, Mental Health, HUD-VASH/CERS, and Veteran Service Organization (VSO) services. The VA aims to provide veterans with closer access to medical resources without requiring referrals to distant facilities. Interested offerors must submit an electronic copy of property information by March 25, 2025, to Mr. Fontela, with a complete site investigation required for all submitted properties. The solicitation is currently in a pre-solicitation phase, meaning a formal request for proposals will be issued at a later date, and potential vendors must request the full solicitation in writing.
The procurement is targeted primarily at Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) under NAICS Code 531120, with a $34 million annual revenue size standard. The lease contract will be structured with a 5-year firm term and an optional 5-year soft term, potentially spanning up to 10 years total. Property requirements include 23 reserved parking spaces, full ADA compliance, and proximity to public transportation. While veteran-owned businesses are preferred, all small businesses are encouraged to respond to this market research effort. The specific lease acquisition will involve 5,155 ANSI/BOMA Office Area square feet, with the VA conducting thorough evaluations of potential properties to meet their comprehensive healthcare service expansion objectives.
