About this opportunity

The Department of State seeks to procure new Motorola radio equipment for the U.S. Embassy Panama Regional Security Office, with quotations due September 25, 2026, at 11:00 a.m. local time and questions due September 21, 2026, at 3:00 p.m. local time. This is a brand-name justification acquisition under FAR 12.102(a); only the specified Motorola model will be considered, and no equivalent models are acceptable.

Place of performance is Panama City, Panama. The procurement is not set-aside. The estimated value is $23,050. Offerors must supply ten units of Motorola VX-P949 P25 UHF-R1 Model 3 portable radios with P25 conventional software, AES-256 encryption, multi-key capability, and associated accessories including ten GCAI-to-6-pin Hirose keyload adapters, ten speaker microphones (2 Pc XL, Black), chargers, and door-to-door shipping to Suvi Global Services in Doral, Florida. All items must be new equipment only; grey market and refurbished products are not acceptable. Warranty must be a minimum of 12 months from government acceptance, with defective products replaced at no additional cost. Delivery is required no later than 30 calendar days after contract award.

The justification for sole-source procurement rests on continuity within the Embassy's existing Motorola P25 radio ecosystem for technical supportability by local personnel and Regional Diplomatic Technology staff. Market research identified no alternative commercial sources offering the complete VX-P949 configuration.

Award will be made to the lowest priced, technically acceptable offeror. Quotations must be submitted electronically in MS-Word, MS-Excel, or Adobe Acrobat format, with file size not exceeding 30 MB per attachment. Offerors must submit the completed Local Advertisement/Solicitation document, formal quotation, and catalog and specifications with their offer.
