About this opportunity
The United States Army Corps of Engineers Europe District intends to solicit and award three architect-engineering Indefinite Delivery Contracts under a Multiple Award Task Order Contract (MATOC) for environmental services supporting US-EUCOM military installations, with SF 330 responses due July 30, 2026, and anticipated award in September 2026.
The combined estimated contract value is $49 million in shared capacity with a five-year base ordering period per contract. No small business set-aside applies. Work is procured under NAICS 541330 (Engineering Services), 40 U.S. Code Chapter 11 (Brooks Act), FAR RFO sections 36.102 and 36.202, and DFARS 236.102 with class deviation 2026-O0019.
Place of performance includes locations primarily in Bavaria—Grafenwohr, Vilseck, Hohenfels, Freihoelser Forst, Amberg, Garmisch, and surrounding communities—plus Ansbach, BENELUX, Rhineland-Pfalz, and Wiesbaden for Compliance Cleanup program work, with potential work at other German locations within US EUCOM.
Services encompass multi-disciplined environmental engineering: geological and hydrogeological studies, corrective action plans for soil and groundwater contamination, groundwater monitoring, threatened and endangered species surveys, sanitary landfill design and rehabilitation, erosion control design, asbestos surveys and abatement design, demolition design with construction supervision, GIS development, hazardous materials surveys, and supporting engineering studies. Task orders will be negotiated Firm Fixed Price with potential six-month extension.
Evaluation emphasizes specialized experience (maximum six projects, 90% financially complete or completed within six years), professional qualifications of key personnel across 17 specified disciplines, CPARS or Past Performance Questionnaire data, knowledge of German regulatory requirements and language capability, and capacity to execute up to seven annual task orders valued at $2.5 million within one year. A tie-breaker criterion applies volume of existing Department of Defense contracts to achieve equitable distribution.
This is a follow-on to the current Bavaria A-E MATOC but with expanded area of responsibility.
