C. The Contractor may also be called upon to execute A-E efforts covered under the Army's four environmental pillars which are compliance, pollution prevention, conservation and restoration. Some of the additional environmental projects which the Contractor could be required to perform include hazardous materials and hazardous waste surveys; management plans; studies on specific hazardous materials (radon, asbestos, lead, PCBs and dioxin); and noise reduction studies. The range of work potentially required by this contract is not limited to the environmental activities noted above.

D. Actual work to be performed by the Contractor will be requested under individual task orders (TO). A project-specific schedule of services will accompany each individual TO to meet the special site and problem requirements of the USAG Bavaria, AEC or the Europe District.

E. The Contractor may be called on to perform all or part of the services described herein and as more specifically identified in the individual TO. It should be noted that, (1) not all services that could be ordered under this contract to execute the Army's four environmental pillars are described herein and, (2) where example schedules of services are shown, requirements of individual TO's may deviate in certain details from these general scopes.

F. Information on Typical Task Orders. TOs may cover the entire gamut of general and/or environmental services. However, for the purposes of establishing unit costs for labor and materials the more frequently requested types of services are discussed below. Only general descriptions are given for some of the other more frequently requested work efforts.

1. Remediation Designs. The Contractor shall perform all work required to design soil and/or groundwater remediation projects. A sample schedule of services which shows the typical work efforts which could be associated with a design effort is included in Appendix 1. In addition to providing the standard design documents, this may also include estimation of costs for one or a number of recommended remediation solutions; providing an in-depth analysis of a limited number of remediation options, executing tests or studies to verify the performance of a recommended solution or to size and locate treatment facilities (examples are bioremediation bench tests, air vapor extraction pilot tests, pump tests, etc.) General requirements must be followed by the Contractor when performing any field work associated with a specific TO, as specified therein.

2. Soil and/or Groundwater Studies. The Contractor may be required to perform site investigations to fully define the extent of soil and groundwater contamination problems for specific sites located within a facility. This includes all assigned tasks associated with site definition, identification of contaminants, characterization, classification and location of problems. General requirements must be followed by the Contractor when performing field work as specified in the TO SOW. It should be noted that in most instances the Contractor should consider natural attenuation to be the solution of choice and should work toward providing information that confirms that this is the proper recommendation before advocating other remediation methods. Of particular importance in performing the required work is the attendance at meetings with local Host Nation (HN) authorities to explain the Government position in remediation actions.

3. Pollution Prevention Designs. Pollution prevention projects cover a wide gamut of construction activities. Examples of some of the more common types of design efforts that might be requested include; hardstand repairs, POL separator installation, hazardous waste storage areas, gas station upgrades and sewer repairs. The Contractor shall provide plans and specifications and associated calculations, costs estimates and all other information required to adequately prepare bidding documents for facility improvements that would prevent further pollution. The standard SOW would be similar to that presented under a remediation project; however, the emphasis would be on obtaining proper design documents for primarily facility repair or upgrade projects. Expertise required to produce these documents could include civil, mechanical, environmental and, electrical engineers as well as architects.

4. Asbestos Surveys. The primary focus of work performed during an asbestos survey is to conduct a complete, accurate, and comprehensive survey to detect and identify all suspected Asbestos Containing Material (ACM) in selected buildings within a facility. This work would consist of a site survey of the buildings within the facility; bulk sampling of suspected materials and temporary patching as appropriate; evaluation of the condition of the suspected materials and other variables that influence the degree of potential asbestos exposure; labeling and photographing all sampled areas; laboratory analysis; data analysis; and report preparation (including listing of materials containing asbestos, cost estimates for removal, prioritization of areas containing asbestos ranked according to their propensity for exposure from very high to very low areas, and recommendation of solutions).

5. Asbestos Abatement Design. Individual TOs may be required for the design building renovations for asbestos abatement. The design may consist of abatement by removal, replacement or encapsulation. It could also include the disposal of waste produced as a result of the design effort. The areas where this work would be required would be designated in the individual TO.

6. Management Plans. A number of management plans must be in place within an installation in order to develop engineering solutions and cost estimates for repair or upgrades needed to obtain compliance with applicable laws and regulations. Some of the more frequently needed plans are for asbestos, potable water, and hazardous materials/waste, although other management plans may also be requested. The amount of work needed to develop these plans may differ between installations and the media that need to be managed. TOs which could be requested, along with some of the general requirements under that particular Order, are described below.

a. Asbestos Corrective Action Management Plan. When preparing an Asbestos Management Plan the Contractor may be required to look at existing asbestos surveys and determine present survey needs and/or perform asbestos surveys to determine the present conditions within the facility. The information would be used to address the management requirements for all existing non-friable asbestos that would remain on the installation.

b. Potable Water Corrective Action Management Plan. Efforts under this could consist of reviewing existing information at USAREUR and the local installation level; determining whether or not surveys have been conducted and, using this, determining if additional survey work is required;

performing a site survey (including a possible further review of existing facility data such as water sources, water distribution, water usage, facilities, equipment, capacity, monitoring program, water quality, treatment requirements, operation, and maintenance); identifying deficiencies; evaluating the condition of the system and other variables that impact potable water supply quality and system efficiency; performing a vulnerability assessment; and developing a master plan addressing short-term and long-range requirements to meet existing and projected needs with the BSB.

c. Hazardous Materials/Hazardous Waste Storage Area Management Plans/Solid Waste Management Plan. Develop or update subject plans to include assessment of the condition of hazardous materials/hazardous waste (HW/HM) facilities. Develop engineering solutions and cost estimates for repair or upgrades needed to obtain compliance with applicable laws and regulations. A standard template Schedule of Services is provided and gives a general understanding of specific deliverables that will be required under these plans

- Hazardous Materials/Waste Management Plan

- Hazardous Materials/Waste Minimization Plan

- Solid Waste Management Plan

d. Cross Connection Backflow Connection Support. Products that could be required under this Program consist of implementation of a Backflow Prevention Program or parts of a backflow prevention program which consist of conducting a cross connection backflow connection survey. The survey may entail a hydraulic design analysis of the facility. Standard templates for this type of program have been prepared and will be provided by the Government.

7. Other A-E services may include, but are not limited to, engineering and feasibility studies, site investigations and surveys, construction supervision and inspection and asbestos surveys and abatement design and other general engineering and design services.

2. GIS Data compatibility requirements. Projects requiring the use or preparation of GIS data shall utilize the USAREUR Environmental Geospatial Data Standard noted below:

USAREUR Environmental Geospatial Data Standards

The unique data management system requirements in USAREUR necessitate that geospatial data submitted as a part of all USAREUR Environmental Projects be standardized for compatibility with GIS and CADD systems used for installation management. In addition, all geospatial data submitted as part of a USAREUR contract must be compatible with the Spatial Data Standards (SDS), formerly known as the Tri-Service Spatial Data Standards, as well as all applicable Federal Geographic Data Committee (FGDC) standards.

“Geospatial data” means information that identifies the geographic location and characteristics of natural or constructed features and boundaries on the earth. This information may be derived from, among other things, remote sensing, mapping, and surveying technologies. Statistical data may be included in this definition at the discretion of the collecting agency.

GIS data will be submitted, unless otherwise specified, as ESRI Arcview shapefiles, geo-referenced using the WGS84 datum. All polygons, points, text and lines are to be digitized to scale and with accuracy in accordance with the FGDC-STD-007.4-2002, downloadable in PDF format at the following site:

http://www.fgdc.gov/standards/documents/standards/accuracy/fgdcstd00742002.pdf

CAD data will be created and submitted in MicroStation DGN format Version 7.0 or later, geo-referenced using the WGS84 datum. It is not acceptable to create the data in AutoCAD or other CAD software and then export to DGN format. This is due to the fact that data levels, attributes, tags, data elements, etc.

often do not transfer correctly. All polygons, points, text and lines are to be digitized to scale and with accuracy in accordance with the FGDC-STD-007.4-2002. Data levels will be in accordance with the USAREUR Clipper Workstation Master Planning Database Plan and User Manual, V 2.0.

All geospatial data submitted as a part of a USAREUR Environmental Project will be accompanied by metadata as outlined in the FGHDC’s Metadata (FGDC-STD-001-1998), downloadable in PDF format at the following site:

http://www.fgdc.gov/standards/documents/standards/metadata/v2_0698.pdf
