The procurement is a Women-Owned Small Business (WOSB) 100% set-aside, foreclosing competition outside that pool. An amended solicitation corrected the closing date to July 23, 2026 at 3:00 p.m. PST, and a site visit is scheduled for Thursday, July 23, 2026 at 1:00 p.m. PST; prospective visitors must register by submitting completed SECNAV 5512 forms to samantha.c.mangum.civ@us.navy.mil and arthur.p.wynn3.civ@us.navy.mil no later than 12:00 p.m. PST Tuesday, July 21, 2026, and must provide names and U.S. citizenship status. The Government will not reimburse site visit expenses.
The contractor must supply only brand-new, non-refurbished equipment and obtain written OEM certification guaranteeing 10-year spare parts and service availability plus firmware security patch support for five years. Deliverables include permanent electrical installation and rigging with crane services, a temporary 40kVA UPS rental (Powerware 9390) not to exceed eight months during manufacturing lead time, 5-year manufacturer warranty and preventive maintenance, rental equipment installation and demobilization, faulty legacy UPS disposal with EPA-compliant recycling, and comprehensive technical documentation. The permanent UPS delivery is due May 1, 2027; the warranty period runs May 1, 2027 to May 1, 2032; temporary rental runs September 1, 2026 to January 1, 2027; and installation services run September 1, 2026 to May 1, 2027. All line items are firm fixed price. Evaluation uses lowest priced, technically acceptable offer based on price, technical capability (pass/fail), and past performance (pass/fail). Davis Bacon prevailing wage requirements apply. The maintenance window is eight hours, performed after hours on weekends, with no backup power from Building 1524's existing battery room during the outage. Quotes must be submitted in PDF format via email to Samantha C. Mangum.
