About this opportunity
The Medical Readiness Contracting Office - West at Fort Sam Houston, under the Department of the Army Medical Command, has issued a Special Notice regarding the procurement of Neurostar Transcranial Magnetic Stimulation Treatment Sessions. This notice announces the government's intention to award a sole source contract to Neuronetics, Inc., located in Malvern, Pennsylvania, for the provision of these specialized medical treatment services. The procurement is justified under FAR 13.106-1(b)(1)(i), which permits sole source awards when only one source is reasonably available. The determination is based on the proprietary nature of Neurostar treatment sessions, which are compatible only with Neurostar chairs currently installed at Eisenhower Army Medical Center, and the cost inefficiency of acquiring alternative equipment. The NAICS classification for this acquisition is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing), with a small business size standard of 1,250 employees.
Although this notice does not constitute a competitive request for quotes, interested parties may submit statements of interest and capability demonstrating their ability to fulfill this requirement. All inquiries must be submitted via email to cathy.l.harris2.civ@health.mil no later than 1:00 p.m. CST on February 11, 2026, and telephone requests will not be accepted. The government's evaluation of submitted responses will be conducted solely at its discretion to determine whether a competitive procurement process should be conducted in the future. The Neurostar treatment sessions utilize non-invasive magnetic pulse technology to stimulate underactive brain areas associated with depression, offering a non-drug therapeutic approach. Interested contractors should note that the government retains full discretion to proceed with the sole source award or to initiate competitive procurement based on information received through this notice.
Notice text
The Medical Readiness Contracting Office - West, Fort Sam Houston, intends to award a sole source contract for the procurement of Neurostar Transcranial Magnetic Stimulation Treatment Sessions to Neuronetics, Inc., 3222 Phoenixville Pike, Malvern, PA 19355
This proposed procurement is intended to be awarded under the authority of FAR 13.106- 1(b) (1) (i): Only one source reasonably available.
Sole source determination is based on the fact that Neurostar Transcranial Magnetic Stimulation Treatment Sessions are proprietary to Neuronetics Inc. as only Neurostar chairs (currently in place at Eisenhower Army Medical Center) can be used with the proprietary treatment packs needed for the treatment sessions. Compatibility with the MTF’s current equipment and cost to purchase new equipment will unnecessarily result in redundancy. The treatment packs are a non-drug non-invasive treatment that use magnetic pulses to stimulate areas of the brain that are underactive in depression.
The North American Industry Classification System (NAICS) code for this acquisition is 334510 Electro-medical and Electrotherapeutic and the size standard is 1,250.
This notice is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to cathy.l.harris2.civ@health.mil
The government will consider responses received by 1:00 p.m., CST, 11 Feb 2026. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement in the future. No telephone requests will be honored.
