About this opportunity
The Washington Headquarters Service (WHS) is seeking a transportation services contractor to support the Near East South Asia Center (NESA) Tunisian National Defense Institute (TNDI) Seminar scheduled for April 2025. The solicitation requires a contractor to provide a 55-passenger charter bus for transportation services in the Washington, D.C. and Virginia metropolitan areas on four specific days (April 9, 10, 15, and 16, 2025). The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) procurement method, where offers will first be evaluated on price and then assessed for technical acceptability using a two-tier rating system of "Acceptable" or "Unacceptable". Proposals must be submitted electronically by March 21, 2025, at 1:00 PM, with offerors required to be registered in SAM.gov and provide comprehensive company information including CAGE Code, DUNS Number, and Tax ID. The evaluation will focus on finding the lowest-priced proposal that meets all contractual requirements, with a written notice of award resulting in a binding contract.
The contract is set aside for small businesses, specifically targeting Women-Owned Small Business (WOSB) contractors in the NAICS category 485999 for "All Other Transit and Ground Passenger Transportation". The total award amount is $30,000,000, with the place of performance located in Alexandria, VA. Transportation services must be provided between 0630 and 1900 hours, with drivers required to have experience, proper licensing, and familiarity with the D.C. area. Contractors must provide drivers with GPS systems, submit a detailed driver assignment sheet, and maintain flexibility for potential schedule changes. The transportation support is part of a professional academic program designed to develop civilian and military specialists, including airport transfers, hotel pickups, and transportation to specific venues such as the Tunisian Ambassador's Residence and Chart House. Drivers must also comply with all facility security protocols throughout the four-day seminar period.
Notice text
To assist NESA in fulfilling its responsibilities, Contractors shall provide transportation services to support a four-day professional seminar to be hosted in the metropolitan Washington, D.C., and Virginia areas. Transportation services are needed from April 9 - 16, 2025 (only 4 days of service required). Access to and use of a GPS system is preferred to ensure driver delivers to the correct location.
