About this opportunity
The Department of the Air Force Air Combat Command's 432d Wing at Nellis Air Force Base is soliciting a comprehensive Flying Proficiency Program to provide flight training services for military personnel. The program requires contractors to provide Cirrus SR20/SR22/SR22T aircraft rentals, certified flight instructors with commercial pilot licenses and instrument ratings, online courseware, full motion simulator access, FAA certification testing, and pilot examination services. Training operations must be conducted within 20 miles of Las Vegas, Nevada, between 0600-2200 hours Monday through Friday, with two aircraft available simultaneously and weekend instruction support as needed. The government will evaluate offers based on price and technical capability, reviewing the three lowest-priced technically acceptable proposals and selecting the offer with the lowest fair and reasonable price. Critical deadlines include August 11, 2025 for questions and August 29, 2025 for proposal submissions.
This opportunity is set aside for Women-Owned Small Business (WOSB) enterprises, with the current incumbent identified as All In Aviation L.L.C. under contract FA486119DA003. The total contract value is $34,000,000 with a five-year performance period from September 15, 2025 to September 14, 2030, including a base year plus four additional ordering periods and a potential six-month extension. The program involves progressive flight training starting with 10 hours in September and scaling to 2,200 total program hours by contract completion, with pricing structures showing rates such as $425 per aircraft hour, $85 for instructor hours, and $350 for online courses. All services will be performed in Las Vegas, Nevada, supporting the military's objective of helping pilots gain and maintain essential airmanship skills through individualized training programs.
