The contractor must handle all aspects of the project including drilling, casing installation, surface preparation, and complete assembly, ensuring compliance with all federal, state, and local regulations while connecting to the existing distribution system. Key requirements include installing specific materials such as 60 feet of 8-inch surface casing, 800 feet of 4-inch Certa Lock casing, 200 feet of slotted casing, and various caps and clamps for an approximately 800-foot deep well. The contract will be awarded on a firm fixed-price basis with proposals due by September 30, 2025, at 10:00 AM Eastern Time, submitted via email to ernest.hernandez@usda.gov. The period of performance runs from October 1, 2025, through November 15, 2025, with project completion required within seven calendar days of start.

The project involves drilling to approximately 800-1000 feet depth using a 4-inch diameter casing system and installing a 5 horsepower pump operating at 10 gallons per minute, with contractors required to bid for both single-phase and three-phase pump configurations. The well replacement carries the New Mexico well number NM3590802 and must be positioned as close as feasible to the existing well location.
