About this opportunity
The United States Air Force Materiel Command Test Center is conducting a market research survey to identify potential sources for a Negotiation, Persuasion, and Communication Course at Edwards Air Force Base. The contract will support the USAF Test Pilot School's leadership development program, requiring a four-day in-person course delivered twice annually to separate student cohorts. Key contract requirements include providing instruction at a quality level comparable to Ivy League business school programs, with course content focused on negotiation strategies, persuasion techniques, and communication skills. Instructors must have demonstrated recent experience (within 18 months) teaching at the USAF Test Pilot School and develop practical application exercises using Air Force and Space Force test and acquisition scenarios. Interested offerors must submit a comprehensive information package by April 2, 2025, including company details, experience description, business size classification, and socioeconomic category identification.
The pre-solicitation notice indicates this is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with one basic year and four option years. There are no specific set-aside designations for small businesses, though contractors must identify their business size and socioeconomic status. The contract will support two 12-month classes annually, with course dates and cohort sizes varying each year. While no specific award value is mentioned, the contract requires high-caliber instructional capabilities matching top-tier business school executive education standards. Contractors must provide multiple instructional modalities, including hands-on practical exercises, and ensure course materials are accessible to students during and after the training. The primary performance location will be Edwards Air Force Base in California, with a focus on developing test and acquisition enterprise leadership skills for Air Force and Space Force personnel.
