About this opportunity
The U.S. Fish and Wildlife Service is conducting a competitive selection for Architect-Engineer services to design modifications to the Lambs Lake Dam at Lambs Lake National Wildlife Refuge in Nelson County, North Dakota, with proposals due by September 4, 2026 at 3:00 p.m. EDT. The project is open to all small businesses under NAICS 541330 (Engineering Services); no set-aside applies.
The scope involves Phase 1, 2, and 3 services to investigate whether the existing dam operates within its Easement Deed rights and whether it is changing hydrologic or hydraulic conditions off-refuge. The selected firm will conduct site visits, site investigations, design development, and construction document preparation. Design completion is required within 213 calendar days after Notice to Proceed. The contract will be firm-fixed-price and awarded in September 2026.
One firm will be selected from three most highly qualified firms identified using FAR Subpart 36.6 procedures based on five equally weighted criteria: Knowledge of the Location; Professional Qualifications (requiring Civil Engineering, Cost Estimating, Geotechnical Engineering, Structural Engineering, Environmental Engineering, Hydrology and Hydraulics, and Project Manager disciplines with active North Dakota registration); Specialized Experience and Technical Competence in dam design; Capacity to Perform; and Past Performance (up to four projects completed within the past four years). An Engineer of Record with active North Dakota licensure may oversee discipline leads; the firm remains responsible for verifying permitting compliance.
Offerors must submit SF 330 Part I (15-page maximum, 12-point minimum font) and Part II for the prime and all consultants, including Unique Entity Identifier number. All inquiries are due by August 21, 2026 at 2:00 p.m. EDT; responses will be posted to SAM.gov by August 25, 2026 at 3:00 p.m. SAM registration must be current at submission and remain valid through award.
