About this file

This is a Questions and Answers document for a federal Architect-Engineer (AE) design contract (DOIFFBO260159) for Lambs Lake National Wildlife Refuge Dam. The document addresses three key inquiries from potential offerors regarding solicitation requirements.

The first question addresses professional licensure requirements, clarifying that an Engineer of Record (EOR) with an active North Dakota engineering license may oversee discipline leads working under their responsibility, rather than requiring each discipline to hold individual North Dakota registrations. However, the AE firm remains responsible for verifying that this arrangement satisfies any permitting requirements and must provide registered professionals at no additional cost if licensure is required for specific permits. The second question confirms that offerors may include the Section G – Key Personnel Participation in Example Projects Matrix within the Section F – Example Project documentation to satisfy SF 330 Part I requirements, provided the information is clearly identifiable. The third question requests an increase to the SF 330 Part I page limitation, which was granted; the limit has been increased from 10 pages to 15 pages to adequately accommodate required documentation including key personnel resumes and selection criteria narratives.

Questions and Answers

1. Please clarify whether an active North Dakota registration is required for each listed discipline in Section B – Professional Qualification (6), or whether this requirement can be satisfied if the Engineer of Record (EOR) holds an active North Dakota engineering license and the discipline leads work under the EOR’s responsibility and oversight.

Response From a Service perspective the later should be fine (...this requirement can be satisfied if the Engineer of Record holds an active North Dakota engineering license and the discipline leads work under the EOR's responsibility and oversight.) Please note that it is the AE responsibility to verify that that is adequate for any permitting requirements that may needed. If professional licensure is required to satisfy any permitting requirements, the AE would be expected (at no additional cost/time to the Service) to provide said registered professional to certify/oversee/perform that portion of the work.

2. Please confirm that it is acceptable to include the Section G – Key Personnel Participation in Example Projects Matrix on the Section F – Example Project to meet the requirements of the SF 330 Part I documentation.

Response This is acceptable. It is the offeror's responsibility to ensure that the required information can be clearly identified.

3. According to Section IV – Submittal Requirements (A)(3), SF 330 Part I shall not exceed 10 pages.

To adequately address the documentation requirements identified in the synopsis, including key personnel resumes (SF 330 Section E) and a selection criteria narrative (SF 330 Section H), we request that the page limitation be increased to at least 15 pages.

Response The limit is increased to 15-pages.
