About this opportunity

The requirement is a follow-on Firm Fixed Price contract for commercial off-the-shelf software determined to be a commercial item under FAR 2.101.

The system must aggregate, analyze, and report telecommunications billing data from multiple disparate sources using a SQL-compliant database platform accessible via web browser with CAC-enabled access through NMCI. Key capabilities include real-time ad-hoc and summary reporting, command customer account management, audit tracking, mass update functionality, archived file access, continuous data backup, email notifications, and multiple user access levels. The platform must support management of lines and circuits inventory, job order numbers, telephone control officers, and financial points of contact while tracking expenditure rates and reimbursable customer funding recapture.

Contract performance runs from September 28, 2026 through March 27, 2027. Support includes web-based product training, super-user training as necessary, unlimited vendor helpdesk access, and user documentation. The platform must be hosted in a DFAR 252.204-7012 compliant environment. NCTAMSLANT will provide Government Furnished Information legacy data as the initial data source.

Interested vendors must submit a capabilities statement not exceeding four pages to justin.w.kanter.civ@us.navy.mil by 10:00 a.m. Eastern Time on July 24, 2026, addressing company information, CAGE code, business size, GSA or SeaPort-e contract availability, technical qualifications, prime or subcontractor capacity, and feedback on draft specifications. This sources-sought notice is market research for planning only; no contract will be awarded, respondents will not be notified of results, and the Navy will not compensate vendors for submissions.
