About this opportunity
The National Institutes of Health, Office of the Director, Office of Acquisitions, intends to award a firm-fixed-price purchase order to Krishagni LLC on a non-competitive basis for onboarding the National Heart, Lung, and Blood Institute (NHLBI) to the National Eye Institute's (NEI) existing OpenSpecimen biobanking software instance and implementing associated Electronic Medical Record (EMR) integration services. Responses are due November 17, 2026 at 9:00 AM EST. The notice is a sole-source Notice of Intent under FAR 12.603 and FAR 6.302-3(a)(2)(ii), and competition is restricted to Krishagni LLC because NHLBI's requirement is to join NEI's active, Krishagni-licensed environment rather than procure a standalone system.
The Set Aside line reads No Set-Aside Used. The NAICS code is 541511, Custom Computer Programming Services, and the PSC is DA10. Work is performed remotely and/or at contractor facilities, coordinated with the NIH Project Officer. The delivery date is January 1, 2027, and the source states the acquisition is not expected to exceed the simplified acquisition threshold.
Scope includes one collection protocol template, inventory and report configuration, three custom specimen processing workflows, label generation and barcode printer configuration, LDAP/Active Directory integration, web-based training for up to five users, API access, and one-time EMR integration compatible with the NEI environment. The system must support biospecimen inventory, specimen lifecycle tracking, storage hierarchy management, audit trails, reporting and export, and role-based access controls. Krishagni LLC is the software developer, proprietor, and operator of the existing NEI environment.
Responses must document authorization and technical capability to access, configure, and integrate within NEI's environment, and must include unit and list prices, shipping and handling costs, delivery terms, prompt payment discounts, F.O.B. point, UEI, TIN, and business size certification. Offerors must be actively registered in SAM. Responses go electronically to nicholas.capobianco@nih.gov, and invoices go through the Department of Treasury's Invoice Processing Platform (IPP).
Notice text
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98027Q00054. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order on a non-competitive basis to Krishagni LLC, 5528 Hennessey Ct, Apt 3N, Saint Louis, MO 63139 for onboarding the National Heart, Lung, and Blood Institute (NHLBI) to the National Eye Institute¿s (NEI) existing OpenSpecimen biobanking software instance and implementing associated Electronic Medical Record (EMR) integration services. Competition is restricted to Krishagni LLC because NHLBI¿s requirement is specifically to onboard to NEI¿s active, Krishagni-licensed and operated OpenSpecimen environment rather than to procure a separate standalone biobanking system. Acquiring a different biobanking product would not satisfy the requirement to join the existing NEI shared instance and would result in substantial duplication of software licensing, implementation, validation, and support infrastructure costs, as well as unacceptable operational delays. As the software developer, proprietor, and operator of the existing NEI OpenSpecimen environment, Krishagni LLC is the only responsible source authorized and technically capable of performing the required onboarding, workflow configuration, and EMR integration services within that shared platform.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026.
(iv) The associated NAICS code is 541511 (Custom Computer Programming Services), and the small business size standard is $34.0 million. This requirement is not set aside for small business.
