About this file

This is a Non-Competitive Combined Synopsis and Solicitation for commercial services issued by the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions.

The National Heart, Lung, and Blood Institute (NHLBI) seeks one-time onboarding services to join the National Eye Institute's (NEI) existing OpenSpecimen biobanking software instance, currently licensed and operated by Krishagni LLC, along with Electronic Medical Record (EMR) integration implementation services. Competition is restricted to Krishagni LLC because NHLBI's requirement specifically mandates onboarding to NEI's active, Krishagni-licensed and operated OpenSpecimen environment rather than procuring a separate standalone system. Acquiring a different biobanking product would result in substantial duplication of software licensing, implementation, validation, and support infrastructure costs, as well as unacceptable operational delays. The contractor shall provide OpenSpecimen one-time onboarding services including setup of one collection protocol template, configuration of inventory and reports, development of three custom specimen processing workflows, label generation and barcode printer configuration, LDAP/Active Directory integration, web-based training for up to five users, and API access. Additionally, the contractor shall provide one-time EMR integration implementation services compatible with the existing NEI OpenSpecimen environment and NHLBI requirements. The system and services must support biospecimen inventory management, specimen lifecycle tracking, configurable processing workflows, storage hierarchy/location management, search and retrieval capability, audit trail functionality, reporting and data export capability, and role-based access controls. The contractor shall provide all labor, materials, tools, equipment, documentation, and technical support necessary to complete services in coordination with designated NHLBI and NEI representatives in compliance with applicable federal, NIH, NHLBI, and NEI security, privacy, access control, and change management requirements. Work shall be performed remotely and/or at contractor facilities as appropriate, coordinated with the NIH Project Officer. The delivery date is January 1, 2027. Solicitation number 75N98027Q00054 is issued under FAR 12.603 authority and is not expected to exceed the simplified acquisition threshold. The associated NAICS code is 541511 (Custom Computer Programming Services) with a small business size standard of $34.0 million; this requirement is not set aside for small business. Responses must be received by November 17, 2026 at 9:00 AM EST and should be submitted electronically to nicholas.capobianco@nih.gov. Responses must include documented authorization and technical capability to access, configure, and integrate within NEI's active Krishagni-maintained OpenSpecimen environment, along with unit price, list price, shipping and handling costs, delivery timeframe, delivery terms, prompt payment discount terms, F.O.B. point, product or catalog numbers, product descriptions, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov. Contractors must submit invoices to the Department of Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov.

NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION

Title: Onboarding NHLBI to the National Eye Institute’s Existing OpenSpecimen Biobanking Software Instance with EMR Integration

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98027Q00054. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order on a non-competitive basis to Krishagni LLC, 5528 Hennessey Ct, Apt 3N, Saint Louis, MO 63139 for onboarding the National Heart, Lung, and Blood Institute (NHLBI) to the National Eye Institute’s (NEI) existing OpenSpecimen biobanking software instance and implementing associated Electronic Medical Record (EMR) integration services. Competition is restricted to Krishagni LLC because NHLBI’s requirement is specifically to onboard to NEI’s active, Krishagni-licensed and operated OpenSpecimen environment rather than to procure a separate standalone biobanking system. Acquiring a different biobanking product would not satisfy the requirement to join the existing NEI shared instance and would result in substantial duplication of software licensing, implementation, validation, and support infrastructure costs, as well as unacceptable operational delays. As the software developer, proprietor, and operator of the existing NEI OpenSpecimen environment, Krishagni LLC is the only responsible source authorized and technically capable of performing the required onboarding, workflow configuration, and EMR integration services within that shared platform.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026.

(iv) The associated NAICS code is 541511 (Custom Computer Programming Services), and the small business size standard is $34.0 million. This requirement is not set aside for small business.

(v) Description of Requirement: The National Heart, Lung, and Blood Institute (NHLBI) requires one-time onboarding services to join the National Eye Institute’s (NEI) existing OpenSpecimen biobanking software instance (currently licensed and operated by Krishagni LLC), together with one-time Electronic Medical Record (EMR) integration implementation services. This acquisition will provide NHLBI with access to an established biobanking platform to support biospecimen inventory management, specimen lifecycle tracking, storage hierarchy/location management, workflow standardization, audit trails, reporting, and approved data exchange between OpenSpecimen and relevant clinical/operational systems.

Specifically, the contractor shall provide the following services and capabilities:

1. OpenSpecimen One-Time Onboarding Services:

• Setup of one (1) collection protocol template that can be used for similar studies.

• Configuration of inventory and reports.

• Development of three (3) custom specimen processing workflows.

• Label generation and barcode printer configuration.

• Integration with LDAP/Active Directory.

• Web-based training for one (1) batch of up to five (5) users.

• API access.

2. EMR Integration Services:

• One-time EMR integration implementation services.

• Configuration and deployment of EMR integration compatible with the existing NEI

OpenSpecimen environment and NHLBI requirements.

3. Minimum Functional Requirements: The system and services shall support, at a minimum:

• Biospecimen inventory management.

• Specimen lifecycle tracking from collection through final disposition.

• Configurable specimen processing workflows.

• Storage hierarchy/location management.

• Search and retrieval capability.

• Audit trail functionality.

• Reporting and data export capability.

• Role-based access controls.

• Configuration support for NHLBI workflows within the shared environment.

4. General Responsibilities & Period of Performance:

• The contractor shall provide all labor, materials, tools, equipment, documentation, and technical support necessary to complete onboarding and EMR integration services in coordination with designated NHLBI and NEI representatives, and in compliance with applicable federal, NIH, NHLBI, and NEI security, privacy, access control, and change management requirements.

• Delivery Date: January 1, 2027.

(vi) Delivery Location: The work shall be performed remotely and/or at contractor facilities, as appropriate, in support of NHLBI onboarding to the existing NEI OpenSpecimen environment, coordinated with the NIH Project Officer at: National Institutes of Health (NIH) / NHLBI Clinical Center / Building 10 10 Center Drive, Room 6C201B Bethesda, Maryland 20892
