The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for exterior building repairs at the USDA National Center for Agricultural Utilization Research, 1815 North University Street, Peoria, IL 61604. 

PROJECT SCOPE:  Repairs to deteriorated masonry, control joints, interior ceilings and walls, and cracked and spalled concrete foundation walls and replacement of exterior windows, curtain wall system, and storefront doors.  Complete drawings and specifications will be provided with the solicitation.

Site visits are scheduled for June 2 and 3, 2021 at 9:00 AM CDT and 1:00 PM CDT each day.  The same information will be provided at all site visits, so offerors only need to attend one.  Due to COVID-19, attendance is limited to 10 people per site visit and face coverings must be worn at all times.  In order to attend the site visit, you MUST pre-register by June 1, 2021 at 3:00 PM CDT.  Pre-register by emailing josh.dobereiner@usda.gov with your company name and the name(s) of the representative(s) who will attend.

SOLICITATION PERIOD: A request for proposal is scheduled to release on or about May 24, 2021.  Proposals will be due on or about July 2, 2021.

SOLICITATION PROCEDURES:  The acquisition will be issued as a Woman Owned Small Business Set-Aside, Request for Proposal using the Contract Opportunities on the beta.sam.gov website.  The NAICS code for this procurement is 236220; Small Business Size Standard is $39.5 Million.  Product Service Code (PSC) is Z2DB.  The anticipated period of performance will be 365 calendar days from Notice To Proceed.  A Bid Guarantee, Performance Bond, and Payment Bond will be required.  It is anticipated that award will result in a single award firm-fixed price contract.

This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced.  Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred® Program.
