About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center Hanscom Air Force Base seeks repair, cleaning, and inspection of two underground water storage tanks at New Boston Space Force Station while maintaining potable water supply, with proposals due September 22, 2026 (extended from September 17). The procurement is a Total Small Business set-aside under NAICS 237110, with PSC Z1NE.
Place of performance is New Boston, New Hampshire. Work encompasses Building 135 (three chambers totaling 114,500 gallons) and Building 107 (60,000-gallon chamber). The contractor must replace all tank pump intake screens, replace two broken isolation valves controlling water flow to B135 chambers, repair superficial cracking on B107's exterior to the lowest two feet, inspect each tank per New Hampshire Department of Environmental Services regulations, and provide written inspection reports with photographs. The contractor must obtain a temporary groundwater discharge permit from NHDES, implement environmental controls using water discharge filter bags and erosion control measures, produce confined space entry permits, and coordinate testing and return-to-service with government personnel. B135 must be cleaned, inspected, and accepted before B107 cleaning begins; government requires approximately 48 hours per chamber for bacterial contamination testing. All personnel require escort at a 5-to-1 ratio and security processing for High Security Area access.
Performance period is 18 weeks from award; construction must begin within 30 calendar days and complete within 126 calendar days. Site visit is mandatory, held August 31, 2026 at 10:00 AM ET; pre-registration with Kristin Morrison (kristin.morrison.1@us.af.mil) is required by August 25. Questions are due September 4 by 11:00 AM ET; answers post to SAM.gov by September 9. Sealed offers must be emailed to Morrison by September 22 at 1:00 PM EST (not posted to SAM.gov); failure to submit via email may result in technical unacceptability. Offers remain valid 90 days minimum. The contract is firm fixed-price, evaluated on lowest price technically acceptable basis. Performance and payment bonds are required. Davis-Bacon Act prevailing wages apply under Wage Determination NH20260021 effective May 18, 2026.
