About this file
This is a Performance Work Statement (PWS) for water tank repair, cleaning, and inspection services at New Boston Space Force Station in New Boston, New Hampshire.
The project encompasses the inspection, cleaning, and repair of two underground concrete water storage tank systems: Building 135 (B135), which contains three chambers totaling 114,500 gallons (two 55,000-gallon chambers and one 4,500-gallon pump chamber), and Building 107 (B107), which contains a single 60,000-gallon chamber. The contractor must maintain potable water supply to the distribution system throughout the project. Specific work elements include: replacing all tank pump intake screens, replacing two broken isolation valves controlling water flow to B135 chambers, repairing superficial cracking on the exterior of B107 (limited to the lowest two feet), inspecting each tank per New Hampshire Department of Environmental Services (NHDES) regulations, and providing written inspection reports with photographs. The contractor must obtain a temporary groundwater discharge permit from NHDES, implement environmental controls using water discharge filter bags and erosion control measures, produce confined space entry permits, and coordinate all testing and return-to-service activities with government personnel. B135 must be cleaned, inspected, and accepted by government before B107 cleaning begins, with government requiring approximately 48 hours per chamber for bacterial contamination testing. The contractor is responsible for project management, scheduling, temporary utilities, traffic control, environmental protection, waste disposal, and closeout documentation. All work must comply with American Water Works Association standards, NSF certification requirements, NHDES regulations, and Department of Defense Unified Facilities Criteria and Guide Specifications. The performance period allows 8 weeks for construction submittals and approval, followed by 6 weeks for construction and closeout, totaling 14 weeks. All personnel require escort (5-to-1 ratio) and security processing for access to the High Security Area.

NEW BOSTON SPACE FORCE STATION, NH
PERFOMANCE WORK STATEMENT (PWS)
PWS RNGF202XXXXX B107_135 Water Tanks Repair_Cleaning_Inspection
1. GENERAL
1.1. LOCATION:
New Boston Space Force Station (NBSFS) is located at:
317 Chestnut Hill Road
New Boston, NH 03070
1.2. EXISTING FACILITIES: Under normal operation, water from Building 134 (B134, well #1)
& B111 (well #2) is transferred into B135. B135 houses a 100-gpm radon air stripper and tablet chlorinator. Water is passed through the radon air stripper, and disinfection of the well water is accomplished by dissolving chlorine tablets into the water stream leaving the radon air stripper prior to it entering the 114,500-gallon storage tank below B135 from the northeast corner. B135
114,500-gallon storage tank consists of three (3) tank chambers: two (2) tank chambers, Tank
Chamber A (west) and Tank Chamber B (east), containing 55,000 gallons each, and one (1) central Pump Chamber C containing approximately 4,500 gallons, two (2) pumps, and two (2) valves. Within the east tank chamber there is a sump pit (sump pit is a basin installed below floor level to collect water and prevent flooding) in the southwest corner, and within the west tank chamber there is a sump pit in the southeast corner. The valve leading to Tank Chamber
B is currently broken, and the contractor will replace both controlling valves separating the
Pump Chamber C from Tank Chambers A & B. When isolation is required, central Pump
Chamber C inspection, cleaning, and repair shall be accomplished concurrently with Tank
Chamber B (east). Tank Chamber A (west) inspection, cleaning, and repair are accomplished separately. B135 must be cleaned first by the contractor and then filled and BACT tested as three separate chambers by government personnel, each taking approximately 48 hours. B107 shall be isolated from B135 and provide service while B135 is cleaned. The contractor shall schedule work so that B135 is completely cleaned, inspected and accepted prior to B107 cleaning commencing.
1.2.1.Additional B135 equipment includes two (2) electric fire pumps, a tank discharge pump, and two (2) Variable Frequency Drive (VFD) controlled transfer pumps. The tank discharge pump allows for draining the entire 114,500-gallon storage tank or each individual chamber for maintenance, or in emergency situations. NOTE: If using tank discharge pump to drain Tank Chamber C either Tank Chambers A or Tank Chamber
B must be drained at the same time. Pumped water exits building into a discharge swale east of B135. Environmental controls must be in place and maintained to prevent erosion by water under Restricted Area RA-1 fence.
1.2.2. Transfer pumps in Pump Chamber C B135 send potable water to 60,000-gallon concrete storage tank below B107. Tanks are used for potable water storage and water reserve for fire suppression. Potable water from B135 enters B107 addition where it can be disinfected by passing through a tablet chlorinator before entering B107 60,000-gallon tank.
CUI
CUI
1.2.3.B107 houses two (2) 100-gpm domestic pumps drawing water from 60,000-gallon storage tank into water distribution system. B107 also houses one (1) 1,500gpm electric fire pump.
Fire pump draws from 60,000-gallon storage tank and connects to water distribution system. B107 does not have a functional drain, therefore the tank must be drained with a sump pump.
1.3. PERMITS REQUIRED: Tanks are considered permit-required confined spaces. A temporary ground water discharge permit is required. (Refer to para. 3.1 and 3.3)
1.4. OVERVIEW: This project repairs, cleans and inspects B135’s three (3) chambers, and B107’s one (1) chamber underground water storage tanks, while maintaining potable water supply to water distribution system. Generate a report at close out in compliance with New Hampshire
