About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is soliciting a Protestant Director of Religious Education (DRE) to provide comprehensive religious education services at Naval Base Guam Chapel. The position requires developing and executing a Christian religious education program for children and young adults, managing volunteers, maintaining inventory and records, and coordinating special events throughout the liturgical calendar. Qualified candidates must possess at least two years of experience in religious education or church leadership, high school education or equivalent, demonstrated knowledge of Protestant Christian theology and biblical literacy, a letter of good standing from a Protestant Church overseer, English fluency, and proficiency with Microsoft Office and social media platforms. Award will be made to the responsible offeror providing the best value based on technical capability, past performance, and price, with technical and past performance combined being more important than price. The deadline for submitting written questions is March 15, 2026, and quotations must be received by March 20, 2026 at 3:00 PM Japan Standard Time; Amendment 001 extended the original March 18 deadline and updated the Performance Work Statement, requiring offerors to acknowledge receipt and resubmit any previously submitted quotes.
This is a 100% Total Small Business Set-Aside under NAICS code 813110 (Religious Organizations) with a small business size standard of $13.0 million, meaning only small businesses are eligible to compete. No incumbent contractor or current contract value is identified in the solicitation materials. The contract encompasses a base period from April 1, 2026 through March 31, 2027 with 1,100 billable hours at a maximum of 20 hours per week, followed by four option years each containing 1,100 hours, and a final six-month period from April 1, 2031 through September 30, 2031 with 550 hours, for a total of 5,850 hours over the entire contract period. This is a firm-fixed-price contract with no cost reimbursement available for mileage or additional materials, and the contractor must be available at the worksite on Sundays to oversee the program. The place of performance is Naval Base Guam Chapel in Santa Rita-Sumai, Guam 96915, with the contract to be managed by NAVSUP FLC Yokosuka.
