About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking competitive procurement of 20 units each of two specific fiber optic cable assemblies (Part Numbers 43603-01490-1 and 43603-01490-3) for the AN/SPN-46 Precision Approach and Landing System used on U.S. aircraft carriers. This solicitation (N0042125Q1031) is being conducted under Simplified Acquisition Procedures as a firm fixed-price contract, with proposals evaluated based on lowest evaluated price meeting technical acceptability standards. All vendors must be registered in the System for Award Management (SAM) and complete DD Form 2345 for Joint Certification Program (JCP) due to export control restrictions on technical data. Quotes must be submitted via email to Maria Sproul by April 14, 2025, at 5:00 PM Eastern Time, and must include comprehensive technical documentation for comprehensive evaluation. Vendors are required to acknowledge responsibilities under U.S. export control laws and regulations.

The solicitation is not specifically set aside for small businesses, despite initial indications of a small business set-aside. The place of performance is the NAWCAD Webster Outlying Field (WOLF) located in Saint Inigoes, Maryland 20684. The procurement allows for a three-month performance period after order receipt, with a targeted delivery deadline of May 30, 2025. Vendors must provide specific details in their submission, including FOB destination, shipping costs, IUID labeling costs, Tax ID, Unique Entity ID, Cage Code, and estimated delivery date. While specific contract value is not explicitly stated, the procurement involves procuring 40 total fiber optic cable assemblies with technical specifications that require precise manufacturing and light loss testing. Interested manufacturers in the Fiber Optic Cable Manufacturing sector (NAICS 335921) are eligible to participate, provided they meet the export control and certification requirements.
